Original Posting:

The United States Patent and Trademark Office (USPTO) is issuing this solicitation to acquire Training Support Services in accordance with the attached Performance Work Statement (PWS).

This procurement will be conducted under FAR Part 12 and Part 15 and award made on a competitive best value basis, using a trade-off among price and non-price factors.

A draft solicitation notice was posted on March 21, 2025. Changes HAVE BEEN MADE to the details of the project since the posting of the draft solicitation. Changes noted, but are not limited to, include:

  • The Government anticipates awarding a Firm Fixed Price contract

Background
The United States Patent and Trademark Office (USPTO) is issuing this solicitation to acquire Training Support Services. The goal of this contract is to provide professional development training to USPTO patent examiners through various methods, ensuring continuity and quality in training delivery. This procurement will be conducted with awards made on a competitive best value basis.

Work Details
The Contractor shall deliver professional training consistent with industry standards, utilizing virtual classrooms, in-person training, and one-on-one sessions based on the needs of the students. Key tasks include:
1. Providing training on USPTO’s custom software/hardware systems within four months of hire for Contractor staff, including conducting a mock class observed by the Government Point of Contact (POC).
2. Offering ongoing training for staff on changes to products or processes.
3. Delivering in-person consultation and virtual help desk support via a chatroom and hotline for USPTO employees, ensuring adequate staffing during system outages.
4. Providing instruction on technology-related questions, proprietary automation tools, new software programs, telework collaboration tools, and search strategy development for patent applications.
5. Maintaining and updating MS Access databases that record instructional activities and support assists provided to USPTO staff.
6. Developing interactive eLearning content using rapid authoring tools while ensuring all materials are Section 508 compliant.
7. Conducting quality checks on all completed products before delivery and managing project files appropriately.
