Solicitation Notice: Residential Reentry Services Located Within the Eastern Judicial District of California. Home Confinement Radius Within 100 Miles of the RRC Facility   2

Background
The Federal Bureau of Prisons is issuing a solicitation for Residential Reentry Services located within the Eastern Judicial District of California. The goal of this contract is to provide services for male and female Federal offenders, ensuring their successful reintegration into society.

The services will be provided under an indefinite-delivery, indefinite-quantity type contract with firm-fixed unit prices.

Work Details
The contractor shall provide Residential Reentry Center (RRC) services for in-house RRC beds and Home Confinement Services for placements within a 100-mile radius of the RRC facility. The services include:
1. In-house RRC services for various Average Daily Populations (ADP):
- Tier 1: Fixed monthly rate for ADP of 24 or less offenders.
- Tier 2: Inmate day rate for ADP of 25-36 offenders.
- Tier 3: Inmate day rate for ADP of 37-48 offenders.
- Tier 4: Inmate day rate for ADP of 49 or more offenders.
2. Home Confinement services with similar tiered pricing based on the number of offenders placed in home confinement.
3. The contractor must ensure adequate programming and case management, providing documentation as required in the Statement of Work (SOW). Billing will be based on actual usage exceeding defined thresholds.

Period of Performance
The period of performance includes a one-year base year with four one-year option years, allowing for potential extensions up to six months.

Place of Performance
Services will be performed within the Eastern District of California, specifically at locations that are within a 100-mile radius from the designated Residential Reentry Center.
