This request for proposal (RFP) is to support the Department of Defense's (DoD) requirement to provide worldwide, low-latency PLEO services and capabilities in order to meet DoD partners' mission needs. This RFP is in support of the first PLEO multiple-award contract open On-Ramping Event for contractors who were not eligible for award during the original RFP (HC101322R0005) submission period. The current PLEO multiple-award contract has a suite of twenty contracts that were awarded as a result of the original RFP. Proposal submissions for this RFP will be evaluated to determine if they meet the criteria to be awarded a PLEO contract. Any resultant ID/IQ contract(s) shall provide PLEO services and equipment at the task order level and will be added to the current suite of twenty PLEO contracts.

Contractors should ensure they have read and adhere to the administrative requirements contained within the RFP. Offerors are requested to submit a written technical and price proposal in response to the RFP, HC101324R0001, and its attachments. Please note that the pricing and technical responses should be submitted separately. Technical proposals should be submitted via PDF format. Price proposals should be submitted on Attachment 3 Pricing Spreadsheet Template. Offerors should also return the completed and signed SF1449 with their technical and pricing submissions. Information pertaining to the submission requirements of proposals is contained within the RFP. Please note that attachments by reference can be found under the paperclip section of the PDF document.

Questions/comments will only be entertained if received in email and only when submitted on Attachment 2 Questions and Answer Template. The email is to be addressed to the KO at the email address located in Section L2.4.1 with the following Subject Line Reference: RFP HC101324R0001, and Contractor Name.

In order to respond to this solicitation, the offeror shall email a copy of its proposal to the KO and CS no later than the time and date specified in the solicitation. In accordance with FAR 52.215-1, ALT, Instructions to Offerors, the offeror's proposal submission will be considered complete when all volumes are received. Partial proposals will be considered late. The Government realizes this solicitation is being posted one day before a Government holiday and before the holiday season, but with a window of 6 months for submittal, we hope that the holiday season can be enjoyed by all without urgency to submit immediately.

Please follow Section L for submittal of proposal to include document titles, data format and structure, and location of information. This will ensure your proposed pertinent information is not overlooked, documentation can be reviewed in a timely and uniform process, and your proposal is not rejected for non compliance.

Background
This request for proposal (RFP) is to support the Department of Defense's (DoD) requirement to provide worldwide, low-latency PLEO services and capabilities in order to meet DoD partners' mission needs. The resultant ID/IQ contract shall provide PLEO services and equipment at the task order level.

Work Details
The solicitation notice is for Proliferated Low Earth Orbit (PLEO) Satellite-Based Services. The SOW includes various responsibilities such as serving as a multi-functional team advisor, maintaining documentation of training provided by contracting personnel, providing continuous technical oversight of the contractor's performance, conducting Government contract quality assurance, evaluating and documenting the Contractor's performance, promoting business decisions to meet customer requirements, identifying opportunities to improve performance throughout the life of the contract, and recommending any changes necessary to the contract.

The Quality Assurance Program Coordinator (QAPC) supports the multi-functional team in the development of contract requirements, trains CORs on the contracting requirements associated with the quality assurance program, processes/maintains/updates quality assurance appointments and delegations memos, and assists in development of quality assurance related training as requested. The Contractor complies fully with the terms of the contract, participates as a member of the multi-functional team after contract award, maintains and implements a quality control plan that is acceptable to , ensures that non-conformance of contract requirements are identified, corrected, and prevents recurrence, tenders to for acceptance only those services that conform to contract requirements, and recommends any changes to the contract that will provide more effective operations or eliminate unnecessary costs. The primary method of surveillance includes 100 Percent Inspection, Random Sampling, and Customer Input. Performance standards are also detailed in the solicitation.
