It revises the proposal acceptance period to 180 days and the 00 21 00 to close bidder inquiries on 22 MAY, reissues the 00 22 00 and several other spec sections related to bidder inquiries. It also re-issues 11 drawings and provides BIM files (4 zip files) and as-builts (2 zip files). Project Description:
This project is the Air Force CyberWorx, one-step design/build Training Facility including various administrative support, offices, Innovation Think Tank, air/Unmanned Aerial Vehicle (UAV) operations & connectivity to air/UAV, Conference & Breakout Rooms, Student Lounge, Classrooms, Secure Area, Digital Forensics & Reverse Engineering Lab, Autonomous & Embedded Systems Lab, Cyber Security Lab, Cyber Exploitation Lab, Telecommunications Lab, Industrial Control Systems/Supervisory Control & Data Acquisition Lab, Policy/Strategy/Law Lab, air/UAV Lab & support space requirements. Building site requires line of sight connectivity with Jack's Valley & USAFA airfield. Project consists of core & shell structure and foundations; elevator conveyance systems; electrical/ mechanical service & distribution components/ systems; fire protection alarm/suppression; information technology infrastructure, communications & security systems support infrastructure. Interior will include raised access floor systems, acoustically-rated interior partitions & ceilings, power, lighting, environmental control &communications. This project requires comprehensive interior design. Site infrastructure will include primary electrical service to the site, storm water management, water, sewer, chilled water distribution & telecommunications pathways. Perimeter security construction will extend existing fence line & surveillance capabilities, with increased vehicle control capacity to allow partners into the site without transiting through Cadet Area. All construction will be accomplished on a 7-foot grid pattern to match the USAFA international style.

RFP Evaluation Criteria
Firms participating in the solicitation will submit technical requirements in accordance with Section 00 22 00 PROPOSAL SUBMISSION REQUIREMENTS, INSTRUCTIONS AND EVALUATION. Submissions will be evaluated based on a best value approach considering technical elements for evaluation (i.e., Specialized Experience, Technical Approach, Key Personnel, Past Performance, and Contract Schedule). An adjectival method of evaluation will be used to evaluate all technical factors. Price will be evaluated separately for reasonableness and realism. A Best Value selection will be considered after reviewing price and technical factors.
Bidders (Offerors):

Offerors must be registered on the System for Award Management SAM' database https://www.sam.gov/. Representations and certifications are required to be updated annually as a minimum to keep information current, accurate and complete. The electronic annual representations and certifications are effective until one year from date of submission or update to SAM.

Obtaining Solicitation Documents:

Solicitation documents will be posted to the web via Contract Opportunities (FBO) at the beta.sam.gov website. Documents can be found under attachments section of this posting.

PROPOSAL SUBMITTAL INSTRUCTIONS

Proposals shall be submitted by the time and date as specified. All submissions shall be in Adobe PDF format with Optical Character Recognition (OCR) applied to all documents that will enable word searches to be conducted using Adobe-compatible PDF software. The two (2) volumes listed below shall be submitted as SEPARATE single files. Due to heightened security at Government installations, the proposal shall be emailed to the following. If the proposal is too large for email, Offers may be submitted electronically via DOD Safe Access File Exchange (SAFE) at https://safe.apps.mil/ to the following recipients:

**Offerors accessing the DOD SAFE site as a GUEST (a Guest is defined as a user who is not assigned a CAC) must request a package invitation from the Contract Specialist listed in Section 00 22 00 a minimum of 48-business hours prior to the close of the RFP.**

For the purposes of determining whether the proposal was received "late" in accordance with FAR 15.208, the date and time the file(s) are received by the USACE Outlook Server or uploaded into the DOD SAFE website as identified in the DOD SAFE notification e-mail sent to the Contract Specialist(s)/ Contracting Officer will be the time and date the Government received the proposal. Do not assume that electronic communication is instantaneous. Please make allowances for delays in transmittal.

Coordinate directly with the Contract Specialist for any questions related to submission requirements or format.
