Solicitation No. 47PM0923R0066 - Request for Proposal for Dining Services for the Internal Revenue Service (IRS) New Carrollton Federal Building

Background
The General Services Administration (GSA) is seeking a potential contractor for the Dining Services at the Internal Revenue Service (IRS) New Carrollton Federal Building (NCFB). The contract will be a No Cost (5) year Base Contract with two (2) Option Years of five years, totaling 15 years. The services are to be performed at the: Internal Revenue Service (IRS) New Carrollton Federal Building (NCFB), located at: 5000 Ellin Road, Lanham, MD 20706.

Work Details
The Contractor shall establish and operate the food service facilities for the purpose of dispensing food, nonalcoholic beverages, supporting catering events as requested, and such other items as may be authorized by the Contracting Officer. The cafeteria services will be provided five (5) days per week, Monday through Friday. The Contractor must provide a variety of quality prepared foods that are a model for wellness and sustainability, to offer meat and poultry products that are in line with responsible antibiotic-use policies. The Contractor shall employ sufficient professional personnel to maintain sanitary conditions and satisfactory service which will ensure prompt and efficient service.

Period of Performance
The contract shall be for a period of 5 years, effective with the beginning date specified in the Notice to Proceed, subject to the rights of termination set forth in the termination clauses. At the option of the Contracting Officer, and in concurrence with the Contractor, the contract may be extended thereafter for a term or terms of one to five years, provided that the Contracting Officer shall give written notice to the Contractor at least 180 days before the end of contract or any extensions thereof would otherwise expire. In no event shall the contract period, as extended, exceed a period of 15 years from the beginning date of the original contract.

The services are to be performed at the Internal Revenue Service (IRS) New Carrollton Federal Building (NCFB), located at: 5000 Ellin Road, Lanham, MD 20706.
