Background
The Federal Bureau of Prisons is issuing this solicitation for Residential Reentry Services located within the city limits of Houston, Texas (Harris County) and home confinement radius within 150 miles of the RRC facility.

The goal of this contract is to provide comprehensive reentry services for male and female federal offenders, ensuring adequate programming and case management to facilitate their reintegration into society.

Work Details
The contractor shall provide Residential Reentry Center (RRC) services for in-house RRC beds and Home Confinement (HC) Services for Home Confinement placements. These services are provided to male and female Federal offenders held under the authority of various United States Statutes.

The service area is in the state of Texas, specifically within the city limits of Houston (Harris County) Texas. For home confinement placements, the geographical radius extends up to 150 miles from the facility. The services will be provided under an indefinite-delivery, indefinite-quantity contract with firm-fixed unit prices.

The contractor must ensure a total of 76 beds, with 68 beds available for males and 8 beds available for females. The estimated maximum for RRC services is 190 beds (170 males and 20 females). The guaranteed minimum for HC services is 60 placements, with an estimated maximum of 150 placements. Offerors must submit pricing for the base period and each option year based on various average daily population scenarios.

Period of Performance
The period of performance will be for a one-year base year with four one-year option years.

Place of Performance
The contract will be performed within the city limits of Houston, Texas (Harris County), and within a home confinement radius of 150 miles from the RRC facility.
