Seattle TRACON (S46) and Seattle ATCT (SEA) Major Mechanical Upgrades. The scope of work includes, but is not limited to, replacement of chillers, boilers, and cooling towers as detailed in plans and specifications.

AMENDMENT 04:

Purpose of Amendment 04 is to address a clarification to the bid alternate 1 for S46 that was inadvertently left off Amendment 03 as follows:

FIRST: A request for clarification was received for the following:

QUESTION: On the drawings sheet F215 note 1 it is calling for a 3rd alternate. Do you want this bid as an alternate or as part of the base bid or not at all?

FAA RESPONSE: Bid alternate 1 for S46 is adding a redundant HVAC unit. On page F216 of the drawing that sheet note is referencing that the existing Fire Alarm Control Panel is to remain since it is recently upgraded. The note is basically saying if the bid alternate 1 is done, then it needs to factor in adding a duct detector if that unit is installed with additional duct work. This is not a third bid alternate. It should be part of the bid alternate 1.

AMENDMENT 03:

Purpose of Amendment 03 is to provide further clarification to a question found within the Q&A, remove one of the requirements found within the specifications, and extend the proposal due date as outlined below:

FIRST: A clarification was received based on question #9 found on the "Q&A" that was previously released and it stated the following:

QUESTION: It appears that abatement needs to take place for this project, but I don't have any way to know where it is at or how much there is. I don't see an abatement report for either building and have only found reports to fill out for the superintendent during the project. Is it possible to get an abatement report that will indicate where and how much abatement work there will be in this project (for each building)?

FAA RESPONSE: The FAA can provide the reports. We are not requiring abatement if work is not being performed in that area. This answer was to provide awareness of where there is concern in case the Contractor needs to do work in those areas. Background
The Seattle Airport Traffic Control Tower (SEA ATCT) and Seattle Terminal Radar Approach Control (S46 TRACON) buildings are Federal Aviation Administration (FAA) owned, operated, and maintained facilities that were both commissioned in 2003. SEA and S46 are Tier 1 facilities that operate 24 hours a day, 7 days a week. These are two separate facilities and are not collocated. They are located approximately three miles apart, on opposite sides of the Seattle International Airport. After nearly 20 years in operation, many aspects of the mechanical systems are due for replacement. Two different Major Mechanical Upgrades design packages were completed by Jacobs Engineering in September 2023 to upgrade these facilities.

Work Details
The major components of each project include:
For S46 TRACON - Replacement of 2 Chillers, 2 Boilers, 2 Cooling Towers, and Central Control and Monitoring System (CCMS).
For SEA ATCT - Replacement of 2 Cooling Towers on base building roof, AHU-225 on base building roof, partial base building roof above mechanical rooms, 8 CRUs (5 in base building, 3 in tower), and Cab humidity control system. Additionally, there will be a 1-year service agreement to maintain all the newly upgraded equipment to both the S46 TRACON and SEA ATCT. Operation and maintenance training will also be provided to facility teams for both sites.

Place of Performance
The construction projects will be performed at the following locations: S46 TRACON - 825 S 160th St, Burien, WA 98148; SEA ATCT - 2440 S 166th St, SeaTac, WA 98158.
