Naval Surface Warfare Center, Crane Division (NSWC Crane), Crane, IN intends to award a Cost-Plus-Fixed-Fee (CPFF) contract for a 96-day base period of performance (PoP) with a 100-day option period I and a potential 60-day option period II with Valkyrie Enterprises, Inc. 2877 Guardian Ln Ste 300, Virginia Beach, VA 23452-7330.

In accordance with the statement of work, CNRMC is responsible for coordinating the depot and intermediate-level maintenance of the Navy's surface fleet, and for resourcing the requirements necessary to meet ships maintenance availability schedules. The purpose of this contract is to assist CNRMC by improving coordination and communication between surface ship maintainers and operators as well as standardizing policy and processes across the RMC's.

This effort will be conducted on a sole-source basis in accordance with the statutory authority 10 U.S.C. 2304(c) (1) as implemented by FAR 6.302-1. The basis for restricting competition is the unacceptable lapse in /CNRMC professional support services. Any interruption in support services for CNRMC would negatively affect mission readiness and would have a long-term cost impact to the taxpayer. Valkyrie is the only vendor capable of continuing to provide the Navy uninterrupted professional support services for CNRMC.

A formal solicitation will not be issued.

This notice of intent is not a request for competitive proposals. A determination by the Government not to compete this proposed effort based upon responses to this notice is solely within the discretion of the Government.
