Sole - Source JOFOC - Senior Care Subscription Service

Background
The U.S. Department of Housing and Urban Development (HUD) is issuing this Justification for Other Than Full and Open Competition (JOFOC) to support the single-source award of contract 86615625P00005 to NIC MAP Vision, LLC.

The contract aims to procure Senior Housing, Nursing Home Care, and Hospitals Data Subscription Services to assist HUD in fulfilling its mission of ensuring a high level of accountability in the financial management of FHA insurance programs.

Work Details
The contract entails the procurement of a commercially available database that provides unlimited online subscription access for an unlimited number of users to Senior Housing, Nursing Home Care, and Hospital forecast data.

The services include:
- Access to up-to-date price forecasts, demand and supply data for healthcare facilities, economic data, and mapping capabilities.
- Support for modeling and predicting FHA loan performance and computing impacts on FHA insurance programs and the Federal budget.
- Tools for designing risk-management strategies.
- Historical data and economic forecasts from an online economic data subscription covering various metropolitan statistical areas (MSAs).
- Search capabilities by address, city, county, state, zip code or latitude/longitude; radius and polygon search functionality; inventory reporting; construction pipeline reporting; property-level characteristics; demographic data; aggregated asking rate and occupancy data; property-level sales transactions; hospital locations; and visual depictions of market performance through exportable graphs.

Period of Performance
The period of performance for this contract is from October 1, 2025, through September 30, 2030, including one base year and four one-year options.

Place of Performance
The services will be performed at the contractor's facility.
