Naval Surface Warfare Center (NSWC) Crane Division intends to solicit and award a 3-year, Firm-Fixed Price, Indefinite Delivery/Indefinite Quantity (IDIQ) contract for Enhanced Combat Optical Sights (ECOS) SU-230, SU-230A, and SU- 230B. This proposed sustainment procurement also provides for FMS variants, as well as provision item orders (PIO).

The SU-230/PVS (5.56mm) and SU-230A/PVS (7.62mm) are optical sights that provide the shooter with the capability of selecting between two fields-of-view. The first option is a 1X (reflex type) sight with a 26 degree field-of-view. This magnification, together with a red dot illuminated reticle, provides the shooter with an extremely fast, "both eyes open", target acquisition, close quarters battle (CQB) sight. The second option is a 4X magnified sight with a 6.5 degree field-of-view. This magnification provides the shooter with long-range target identification and precision marksmanship capability out to 600 meters using a bullet drop compensation reticle. The two different fields of view, in one housing, are easily and quickly interchanged by means of a high efficiency resonant cavity red light emitting diode (LED). When turned in one direction, the reticle illumination switch provides five different illumination levels of a "red dot" aiming mark.

The SU-230B/PVS is also a dual field-of-view ECOS with both a 1.5X and 6X scope. It is capable of illuminating a center red dot reticle for CQB use at 1.5X or a fully illuminated reticle for use on 6X.

This procurement will be for a minimum of 100 each (combined) and a maximum of 5,087 each (combined). Manufacture of these ECOS shall be in accordance with NSWC Crane Statement of Work. Delivery is required within 60 days after effective date of delivery order, FOB Destination. Inspection will performed at source by a representative of the Government and acceptance will be performed at destination. Accelerated deliveries are acceptable at no additional cost to the Government.

The Government intends to enter into a Firm-Fixed-Price (FFP) contract with Canadian Commercial Corporation (ELCAN Optical Technologies as the primary subcontractor) 450 Leitz Rd Midland, ON, L4R 5B8, Canada. The acquisition will be negotiated on a sole source basis in accordance with the statutory authority 10 U.S.C. 2304(c)(1) as implemented by FAR 6.302-1, Only one responsible source and no other supplies or services will satisfy agency requirements. Pursuant to 10 USC 2304 (c)(1), ELCAN is the only source that can meet the Government's sustainment requirements without unacceptable delays or the incurrence of substantial duplication of cost in regard to support of USSOCOM requirements.

The solicitation will be available on or about 27 AUGUST 2015, with an anticipated contract award date of 04 APRIL 2015. No solicitation will be available at FedBizOpps and no hard copies of the solicitation will be mailed. All responsible sources may submit a capability statement, proposal, or quotation which shall be considered by the agency. This notice of intent is not a request for competitive proposals. A determination by the Government not to compete this proposed contract based upon responses to this notice is solely within the discretion of the Government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement. Offers must be submitted in the format specified in the solicitation. For changes made after the closing date, only those offerors that provide a proposal will be provided any changes/amendments and considered for future discussions and/or award.
