FEMA intends to award a sole source contract to DRS Global Enterprise Solutions, Inc. for the continuation of contingenecy satellite services. FEMA will be competing this requirement and awarding a contract in FY25 however with hurricane season approaching and the transition between the incumbent, DRS, and potentially a new contractor, a longer transition between the current contractor and a new contractor is anticipated. The Government's acquisition strategy for the new contract is to solicit to small businesses however when this acquisition strategy was determined, the transition period was not taken into consideration. The Government is now estimating a longer transition period than initially expected. Therefore, FEMA needs to bridge the current contract to allow satellite support during the hurricane season and provide an adequate transition time between the outgoing and incoming contractors. The sole source justification is based on FAR 6.302-1, Only one responsible source and no other supplies or services will satisfy agency requirements. The incumbent, DRS, is the only contractor that is able to transition services to the incoming contractor as FEMA is currently using their network.

This is a 18Mhz always-on system currently on G-18 satellite, however. we also need to have surge capacity up for an additional 18Mhz so technically it's a 36Mhz system, but on a basis-by-basis need usually doing hurricane responses.

All responsible sources may submit a capability statement, proposal, or quotation, which shall be considered by the agency.

Background
FEMA intends to award a sole source contract to DRS Global Enterprise Solutions, Inc. for the continuation of contingency satellite services. The agency is transitioning between the incumbent, DRS, and potentially a new contractor, and anticipates a longer transition period than initially expected due to the approaching hurricane season. The sole source justification is based on Only one responsible source and no other supplies or services will satisfy agency requirements.

Work Details
The resulting task order will continue critical support for the Department of Homeland Security (DHS) Special Event Activity Rating (SEAR) Level I and II events and FEMA Operational Communications Response and Recovery missions. The contract will support various FEMA divisions and programs with primary managed Geostationary Orbit (GEO) Ku and secondary optional Low Earth Orbit (LEO) Ku/Ka/L and Medium Earth Orbit (MEO) Ku/Ka satellite services, as well as two government-owned, contractor-operated Ku satellite ground entry points. The scope includes integrated Contingency Satellite Services using existing government-furnished satellite terminal equipment and two ground entry points, dedicated non-preemptable Ka/Ku bandwidth, surge contingency satellite services capability, access to a 24x7x365 Time Division Multiple Access (TDMA) managed network with technical support, commercial Internet, optional public phone service, HVAC, UPS, generator maintenance, optional dedicated back-haul to a DHS point of presence (POP), optional redundant LEO/MEO services, and more.

Period of Performance
The period of performance is on/about 01 Aug 2024 – 31 July 2025 (base year), with options for three additional years. The place of performance includes CONUS plus Alaska, Hawaii, Puerto Rico, U.S. Virgin Islands, American Samoa, Commonwealth of the Northern Marianas Islands, and Guam.
