SOLE SOURCE - 84MM CARL-GUSTAF M3/E1 RCL RIFLE AND 7.62MM and 20MM SUB-CALIBER ADAPTER TRAINING DEVICES   3

Naval Surface Warfare Center, Crane Division, Crane, IN anticipates awarding a three year, Firm Fixed Price (FFP), Indefinite Delivery/Indefinite Quantity (IDIQ) contract with SAAB Dynamics, Karlskoga, Sweden for spare and repair parts/components, inspection tools/gauges, and training aids for the 84mm Carl-Gustaf M3/E1 Recoilless Rifle and 7.62mm and 20mm sub-caliber adapter training devices. The contemplated contract is a follow-on effort to the Original Equipment Manufacturer (OEM) to maintain the Carl-Gustaf M3/E1 Recoilless rifle.

This acquisition is under North American Industry Classification System code (NAICS) 332994 - Small Arms, Ordnance, and Ordnance Accessories Manufacturing. The anticipated contract award maximum is $5,000,000.00. Delivery terms are FOB Destination. Initial inspection will be performed at Source by a DCMA representative and Final Inspection and Acceptance will be Destination, NSWC Crane.

This contract will be placed in accordance with the statutory authority 10 U.S.C. 2304(c)(1) as implemented by FAR 6.302-1, "Only one responsible source and no other supplies or services will satisfy agency requirements." The basis for restricting competition is that all specifications for the end item and piece parts are company proprietary and the Government has not purchased any data rights, duplicate cost to the Government that is not expected to be recovered through competition, and the unacceptable delays in fulfilling the agency requirement through another source. This synopsis is issued to advertise the three year FFP IDIQ contract and requirements that will be met through orders placed against the contract for a three year period from the Government. Since this is a sole source procurement a solicitation will not be posted to the internet.

The proposed contract action is for supplies which the Government intends to solicit and negotiate with only one source under authority of FAR 6.302-1. Interested persons may identify their interest and capability to respond to the requirement or submit proposals. This notice of intent is not a request for proposals. A determination by the Government not to compete this proposed contract based on responses to this notice is solely within the discretion of the Government. Information received in response to this synopsis will normally not be considered solely for the purpose of determining whether to conduct a competitive procurement.
