Software Upgrade Stata 18

Background
The Department of Defense Education Activity (DoDEA) is seeking to upgrade its statistical software from Stata 16 to Stata 18. This upgrade is essential for enhancing the agency's analytical capabilities, supporting critical initiatives, and driving data-informed decision-making.

Stata is a vital tool used by DoDEA's Research, Accountability, and Evaluation (RAE) Division for various projects including the Early Warning Indicator System (EWIS), Comprehensive Assessment System (CAS), and Multi-Tiered System of Supports (MTSS). The current version, Stata 16, has served well but lacks the advanced features necessary for evolving needs.

Work Details
DoDEA requires the following key features provided by Stata 18:
1. Support for more rigorous statistical analyses, including advanced causal analysis methods and a coefficient graph for instrumental-variable quantile regression.
2. New date time functions to calculate 'workdays' when assessing student absences.
3. Enhancements to the Do-file Editor, including automatic backups.
4. Additional updates for better editing and reporting such as the new 'dtable' command for descriptive statistics, updated 'putdocs' and 'putexcel' functions, and improved graph generation capabilities.

Stata 18 is proprietary software owned by StataCorp LLC.

The estimated period of performance is for a 12-month base period.

Place of Performance
The software will be utilized across various DoDEA locations including HQ, region, and district levels.
