UPDATE 26 JANUARY 2015
Attached to this announcement is RFP Amendment 0004 which revises Attachment 3 and Attachment 7. Attachment 3 is revised to account for the SORDAC Base Year Position Start dates. Attachment 7 is revised to clarify the TL as the only Key Personnel that requires a resume and the office space provided, see attached for all revisions identified by change bars in the margin. The due date and time remains unchanged. Also attached is a conformed copy of the RFP. Clauses that require a fill-in have been highlighted in yellow; however, it is the responsibility of the offeror to ensure that all fill-ins have been completed whether highlighted or not. RFP Q&A's are also attached.UPDATE 23 JANUARY 2015
RFP Amendment 0004 will be issued Monday to incorporate the changes stated below; the due date and time will remain unchanged.

Question 1 (SMEP Revision 2 Section 5) - Is it the Governments intent to encourage offerors to designate all personnel as "KEY" to shift the burden of providing office space onto the Government?
ANSWER: No, that is not the intent. The intent is for the Task Lead to be considered Key Personnel. The personnel who will be provided with government space are: 1) the overall task lead; 2) one regional task lead at each GCC; and 3) one analytics position to support Section 2.9 of the PWS at PACOM and CENTCOM. Amendment 0003 will revise Section 5 accordingly.

Question 2 (SMEP Resumes) - Should offerors provide resumes for all positions performing Key Leader Engagement support and all positions offeror designates to use Government space at supported combatant commands? Or should offerors follow the Instructions and only submit a resume for the Task Lead?
ANSWER: Amendment 0003 will revise Attachment 7 ITO Paragraph 1.a. to reflect the following:
The Task Lead and Regional Task Leads who will work out in the GCCs are
considered Key Personnel that require a resume IAW L2.3.1.

UPDATE 05 DECEMBER 2014: FINAL RFP SWMS GROUP A (H92222-14-R-0020)
This is a formal Request for Proposal (RFP) for the SOCOM Wide Mission Support Group A Contract. The sole point of contact for information regarding this acquisition is the Contracting Officer. All inquiries must be emailed and submitted to the Contracting Officer using the Final Group A RFP QA Template. Please note oral requests (e.g. phone call) for information will be re-directed to provide email correspondence, for documentation purposes. Individual responses to inquiries will not be provided. Do not include proprietary information in the template; all questions and answers will be posted to FedBizOpps (www.fbo.gov). Offerors may submit questions to the Contracting Officer at any time; however, questions received after COB 02 January 2015 may not be answered prior to the solicitation closing date. Please read through the entire RFP and attachments prior to submitting questions.

Communications with anyone other than the Contracting Officer are prohibited. Government ethics regulations, the Competition in Contracting Act, and the Procurement Integrity Act prohibit preferential treatment of one contractor over another and require that Government personnel adhere to the highest standards of conduct and avoid even an appearance of a conflict of interest.

Electronic Proposal Submission.Offeror shall submit its proposal electronically through FedBizOpps (www.fbo.gov). Follow instructions on FBO for submitting an electronic response. Large File Notice: Follow FBO instructions for uploading files larger than 10MB. If needed, break the file down into smaller sections in order to upload it to the system. PROPOSALS SUBMITTED THROUGH OTHER MEANS WILL NOT BE ACCEPTED. Clearly mark the description for each uploaded document by Offeror Name, Solicitation Number and Volume number. Proposals submitted electronically will be considered late unless all proposal documents are transmitted to and successfully uploaded to www.fbo.gov prior to the closing date and time for receipt of proposals (See L1.5). USSOCOM is not responsible for technical difficulties associated with the transmission of any electronic files to the website. The offeror is responsible for ensuring the successful electronic delivery of its proposals. Offerors are encouraged to submit proposals with sufficient time to ensure all proposal documents are successfully uploaded to the website prior to the closing date and time. Please be advised that timelines are determined by the date and time an offeror's proposal is received by the Government, not when an offeror attempted transmission.
