Background
The Federal Trade Commission (FTC) is seeking a contractor specializing in digital marketing research, particularly in social media ad monitoring. The contractor will provide access to an online platform or database for viewing archived ad creatives, ad messaging, and associated metrics for paid advertising across various social media networks. The FTC aims to improve its visibility of the social media advertising market and enhance its ad monitoring capability on social media as a high priority.

Work Details
The contractor is required to perform digital marketing intelligence in an ethical and transparent manner, preserving user privacy and without violating the entities' terms where ads are found. They must identify, capture, and archive paid advertisements appearing on social media networks including Facebook, Instagram, Twitter, TikTok, Snapchat, YouTube, LinkedIn, and Pinterest. The contractor should maintain an archive of at least five years of historical ad data and provide users with the ability to download ad creatives. Additionally, they need to offer detailed analysis of ad creative performance, including ad spend, impressions, duration of appearance, first- and last-seen dates, creative message, keyword use, and other metadata. The contract also requires the contractor to provide ten licenses for simultaneous use by FTC staff, online or telephonic product support and assistance to FTC users as needed, formal training opportunities for FTC staff at least once per annual contract cycle, and an expert witness in depositions or trials to explain how the tool works or provide pricing for this service.

Period of Performance
The term of this contract will consist of a one (1) year base period with two (2), one (1) year option periods.
