Background
The USDA Forest Service is issuing this contract for snowplowing and associated fallen tree removal services at the Marcell Experimental Forest (MEF) located in Bovey, Minnesota. The contract aims to ensure safe access to roads and parking areas during the winter seasons from 2024 to 2029, which includes a base year and four option years.

The MEF encompasses various parcels of land that require regular snow removal to maintain accessibility for research and operational activities.

Work Details
The contractor is required to furnish all labor, equipment, and supplies necessary for snowplowing and tree removal from roads and parking areas. Key tasks include:
1. Snow must be removed from sidewalks at the Marcell Research Center, including the front and west side entrances, garage doors, driveway, and parking lot.
2. Snow must be cleared from the driveway at the Marcell Field Laboratory, including areas in front of garage doors and adjacent sidewalks.
3. Full-width plowing is required on approximately 5.5 miles of designated roads including Wilderness Lake Rd and several Forest Roads.
4. Snowplowing services are expected to occur two to four times per month depending on weather conditions, with a requirement to complete plowing within 12 hours after snowfall of 3 inches or more.
5. The contractor must provide heavy equipment as needed for deeper snow accumulations.
6. Invoicing will be based on hourly rates for snow plowing, heavy equipment use, and tree clearing rather than fixed prices.

Period of Performance
The period of performance for this contract is from December 22, 2024, through December 21, 2029, covering one base year and four option years.

Place of Performance
The contract will be performed at the Marcell Experimental Forest (MEF), located at 43122 Wilderness Trail, Bovey, Minnesota.
