NOTE: This Amendment is to incorporate an additional two options to an already awarded IDIQ Contract (FA8540-15-D-0001).
AFLCMC intends to solicit and negotiate, on a sole source basis, an Indefinite Delivery/Indefinite Quantity (ID/IQ) contract for Sniper Advanced Targeting Pods (ATPs) and associated equipment purchased for Foreign Military Sales. A majority of the Sniper ATPs are being procured LOA source directed to Lockheed Martin Missiles and Fire Control (LMMFC). Delivery beginning 14 months ARO Order.

The Government intends to solicit Lockheed-Martin, 5600 West Sand Lake Rd, No. MP-265, Orlando, FL, 32819 for the services described herein. CAGE code 04939. The statutory authority permitting other than full and open competition is 10 U.S.C. 2304 (c) (1). The Government does not own or possess rights to re-procurement data to facilitate competitive procurement of the instant sustainment services from any other source.

The instant contract is anticipated to be awarded as an Indefinite Delivery, Indefinite Quantity type instrument with provisions for Firm Fixed Price and Cost Plus Fixed Fee Contract Line Items (CLINs). The estimated award date is Mar 2015. A solicitation, number FA8540-15-R-31942, will be issued on or about 15 Jan 2015. This proposed contract is for a basic one year with THREE one year options and ONE six month option.

The place of contract performance will be at Lockheed-Martin, 5600 West Sand Lake Rd, No. MP-265, Orlando, FL, 32819, and at Warner Robins Air Logistics Center (WRALC), Robins AFB, GA, 31098.

The proposed contract action is for supplies or services for which the Government intends to solicit and negotiate with only one source under the authority of FAR 6.302-1. Interested persons may identify their interest and capability to respond to the requirement or submit proposals. This notice of intent is not a request for competitive proposals.

However, all proposals received within thirty days after date of publication of this synopsis will be considered by the Government. A determination by the Government not to compete with this proposed contract based upon responses to this notice is solely within the discretion of the Government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement.
