The Department of Commerce, National Institute of Standards and Technology (NIST), intends to negotiate a firm fixed price purchase order, on a sole source basis, with SKM
Systems Analysis, Inc. for an authorized SKM Power Tools Software maintenance and support services under other than full and open competition by the authority of FAR 13.106-1(b).
This acquisition is for multi-year (base plus 4 option years) SKM Power Tool maintenance and support. In March of 2017 NIST purchased a software, called SKM power tool software Combo Pack 1 with 1000 buses, with three licenses. The software is to calculate the arc flash incident energy for personnel working on or near the energized electrical equipment. The SKM Inc has provided one year of free of software maintenance service. The free annual maintenance service was ended on March 15, 2018. NIST desires to extend the maintenance service for additional 5 years. The service will end on March 20, 2023. It was found that NO reseller of this software maintenance service. The service is only provided by SKM Inc. NIST has contacted Ms. Amy Qiu of SKM Inc for any re-seller of SKM software maintenance service on 06/18/18. Ms. Qiu informed us on 06/19/18 by email that SKM Inc has no reseller in USA.
This requirement is expected to be awarded in September 2018.
The North American Industry Classification System (NAICS) code for this acquisition is 511210, and the size standard is $38.5 million in average annual receipts.
No solicitation package will be issued. This notice of intent is not a request for competitive quotations; however, interested persons may identify their interest and capability to respond to this requirement. The Government will consider responses received by 9:00 a.m. (EST) on September 17, 2018. Inquiries will only be accepted via email to maliaka.pinkney@nist.gov. No telephone requests will be honored.
A determination by the Government not to compete the proposed acquisition based upon responses to this notice is solely within the discretion of the Government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement in the future.
