Skilled Nursing Facility Value Based Purchasing (SNF VBP) Validation

Background
This Skilled Nursing Facility Value Based Purchasing (SNF VBP) Validation work is in support of the SNF VBP Program, which awards incentive payments to skilled nursing facilities (SNFs) to encourage improvements in the quality of care provided to Medicare beneficiaries. The contract is administered under a direct contracting relationship with CMS and a subcontract with the Division of Post-Acute Chronic Care (DCPAC) within the Quality Measurement and Value Based Incentives Group (QMVIG) in the Center for Clinical Standard and Quality (CCSQ).

Work Details
The contractor will provide validation services on the Minimum Data Set (MDS) and Quality Reporting Program (QRP) data elements in support of the Skilled Nursing Facilities Value Based Program. The measure requirements under the SNF VBP are critical in support of the MDS and QRP. The scope of the contract will be up to 15,000 medical chart audits from 1,500 SNFs a year.
The contractor shall demonstrate capabilities in clinical data abstraction, validation, data entry operation, sampling and scoring methodology, establishing specific timelines, collecting clinical information from medical records, establishing an IT System equivalent to current Minimum Data Set (MDS) and Swing Bed Quality Control Tool (QCT), requesting medical records, receipt/storage of medical records, data abstraction, data entry, sampling coordination, coding, claims validation, admission necessity screening, validation of SNF data, operating a technical help desk support process with call trend analysis reporting.
