UPDATE: MARCH 17, 2021

This update is to provide a single question and answer that was left off the latest Q&A Matrix. The question and answer is as follows:

Q: Would the Government like us to correct the feed for the sprinkler heads with continuous 1 pipe and remove the 1 2 fittings and pipe?

A: Yes. There should be approximately 5-6 feet of piping involved to accomplish this task.

UPDATE: MARCH 16, 2021

This update is to provide the following information and clarifications:

If you are a Prime contractor planning to submit a proposal for this requirement, please email the POCs listed on this posting to inform them of the method of delivery (shipping or hand-delivery), the day it will be delivered, and the approximate time. This information will help us ensure that someone is available to receive your proposal. If you have already shipped or delivered any portion of your proposal, please let us know when and how it was delivered.

  • City Light and Power (CLP) will need to be involved because of the high voltage power lines running through that vault. The Prime may hire CLP to do all work associated with their power lines OR they can hire an independent contractor to perform all work CLP determines needs to be done and have CLP perform the inspections and connections and pay CLP for these services. This information can be found in the Basic SOW, Section 35.2, page 32 of 66.
  • The government is aware that utilities may be in the way of the proposed location of the steam vaults. Final location will be determined once a complete evaluation of the area has been accomplished by the Civil Engineering Red Stakes Office, City Light & Power, American Water and the Communication Squadron. Once an evaluation of the area is complete, all attempts will be made to prevent the relocation of these utilities.
  • IAW the Seed Project SOW 4.5 a) The contractor shall demo steam/condensate piping and all associated components to facilitate new piping in vault. In regards to this, the connection will be outside, not inside the building.
  • The final responses from the Government to follow-up questions is attached and titled "Government Responses to Follow-Up Questions_03162021"

This update is to provide offeror-requested documents and extend the proposal due date to March 19, 2021. The Government responses to the questions are nearly complete; however there are still a few unanswered questions in the attachment. The Government intends to have all questions answered NLT, March 12, 2021. An official modification to the solicitation will be posted later this week.

ORIGINAL POSTING

NOTICE: This is the official Request for Proposal (RFP) for the Simplified Acquisition of Base Engineering Requirements (SABER) construction services at Hill AFB, UT.

DESCRIPTION: The purpose of this solicitation is to establish the SABER contract which is an Indefinite-Delivery, Indefinite-Quantity (IDIQ), covering a broad range of maintenance, repair and minor construction work on various real property facilities managed by the 75th Civil Engineering Group (CEG) at Hill Air Force Base (HAFB). In addition to Hill AFB, project locations may also include, but are not limited to, Little Mountain, Utah; Utah Test and Training Range (UTTR); and Wyoming. Task Orders (TO) shall be issued under this contract to define specific project requirements. The SABER contract is set aside for 8(a) Small Business.

Attached to this posting is the Solicitation and all accompanying attachments. Please review all attachments for additional information regarding SABER requirements.

All current and future information concerning this effort will be posted under this solicitation number.

RESPONSES: All proposals are due no later than March 9, 2021 at 4:00 PM MST.

A site visit for the Seed Project will be held on Feb 17, 2021 at Hill AFB, UT. Offerors are required to attend the site visit in order to propose on the contract. Offerors are required to RSVP for the site visit no later than Feb 8, 2021 by 4:00 PM MST. Only those offerors that RSVP will be allowed to attend the site visit. Due to current COVID-19 restrictions, the Government will limit the number of personnel from each company to 10 individuals. This includes any subcontractors a company may bring. Additional information regarding the site visit, such as directions and instructions for COVID-19 precautions, will be sent to offerors after the RSVP date. At this time, the Government plans to schedule specific times throughout the day of the site visit for each company. This will be done to keep group numbers at or below 15.

Also attached to this posting is a Question and Comment Matrix. Please utilize this attachment when submitting questions and comments. All questions are due no later than February 23, 2021 at 4:00 PM MST. However, the Government encourages offerors to submit questions as soon as possible, in order to ensure the Government has adequate time to respond. Government responses to questions will be attached to this posting on approximately March 2, 2021. If questions are proprietary in nature, please indicate on the Question and Comment Matrix. Questions shall be submitted via email to the POCs listed on this posting.

Due to beta.sam.gov not allowing Microsoft Access Database attachments, please contact the Government POCs and a copy of the Past Performance Information (PPI) Tool will be emailed to your company. The PPI Tool is required to submit your Past Performance Information.
