NAVSUP Fleet Logistics Center Bahrain intends to solicit and award a Firm-Fixed Price contract for a Ship-Repair effort for a US Navy Vessel. This requirement is restricted to contractors within the country of Bahrain. The requirement consists of 1 repair work item.

This acquisition is being conducted under FAR PART 15 Contracting by Negotiation procedures

This acquisition is for a Emergent Dry Docking that includes pier side docking and dry docking in the contractor's facility. Based on the current U.S. Navy mission, the place of performance is geographically limited to all prospective contractors within FIFTH Fleet area of responsibility (AOR). Proposed locations outside of the Fifth fleet area of responsibility (AOR) will not be considered for an award. Pursuant to FAR 5.202 (a) (12), this is a non-mandatory synopsis. This solicitation is intended only for sources duly authorized to operate and do business in the Kingdom of Bahrain as prescribed by DFARS 225.1103(3). This is a 100% full and open competition with geographical restriction limited within FIFTH Fleet area of responsibility (AOR).

This non-commercial acquisition will be full and open competition with a geographical restriction. The associated North American Industry Classification System (NAICS) code is 336611. The Federal Supply Class (FSC) codes is J998. This acquisition will result in a single award for all the work items.

System for Award Management - By submission of a bid, the bidder acknowledges the requirement that a prospective awardee shall be registered in the SAM database prior to award, during performance and through final payment of any contract resulting from this solicitation. If the bidder does not become registered in the SAM database in the time prescribed by the Contracting Officer, the Contracting Officer will proceed to award to the next otherwise successful registered bidder. Bidders may obtain information on registration and annual confirmation requirements via the SAM database accessed through https://www.sam.gov.

The Offerors are hereby instructed to submit their proposal no later than (NLT) 02:00 PM (local Kingdom of Bahrain time) on 02 February 2019. The deadline/closing time receipt of proposals will be strictly adhered to and enforced.

No verbal requests for information will be accepted by the Contracting Officer or his/her Technical Representatives. Offeror's questions must be submitted in writing to both the Contracting Officer and the Contracting Specialists:
