This combined synopsis/solicitation for supplies is prepared in accordance with the format in subpart 12.6 of the Federal Acquisition Regulation (FAR) as supplemented with additional information included in this notice. This synopsis/solicitation is being advertised as Small Business Set-Aside only. This announcement constitutes the only solicitation; no separate written solicitation will be issued. This solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2024-05 effective 05/22/2024.

The solicitation number is 11703PR24Q0000517.

This solicitation is issued as a request for quote (RFQ).

Applicable North American Industry Classification Standard (NAICS) codes are:

424720 Petroleum and Petroleum Products Merchants and Wholesalers, Size standard is employees 500.

This requirement is for a firm-fixed price contract. The contract will be awarded using simplified acquisition procedures in accordance with FAR part 13. T he Government will award a Firm Fixed Price contract resulting from this competitive solicitation on the basis of price, delivery date, and requirement compliance.

When submitting your quote, request a price breakdown of the following:

1. Cost of supplies (per gallon)/ sub total
2. Cost of delivery to Alameda, CA/ sub total
3. Total cost

Anticipated award date: 24 June 2024

Quotes by telephone will not be accepted. A formal notice of changes (if applicable) will be issued in Sam.Gov

Supplies requested:

(1) 1,600 gallons of Shell Rotella T3 15W30 lube oil (Brand name and part number only, quotes containing substitues will be viewed as non-compliant).

(2) Delivery by truck with pumping capabilities.

Quotes are to be received no later than 10:00 AM PST on 21 June 2024. Quotes received after close date may be considered only if an award has not been made. Quotes shall be emailed to: Shane.A.Barwick@uscg.mil copying Eric.T.Foster@uscg.mil on business letterhead stationary meeting the minimum requirements of of FAR 52.212-1(b) below. The product's Saftey Data Sheet (SDS) must be submitted with quote to demonstrate technical compliance.

1. The solicitation number;

2. The time specified in the solicitation for receipt of offers;

3. The name, address, and telephone number of the offeror;

4. A technical description of the items being offered in such detail to evaluate compliance with the requirements in the solicitation. This may include product literature or other documents if necessary;

5. Terms of any express warranty;

6. Price, availability, and any discount terms;

7. Remit to address if different from mailing address;

8. A copy of the representations and certifications at FAR 52.212-3 (see FAR 52.212-3 (j) for those representations and certifications that the offeror shall complete electronically);

9. Acknowledgement of solicitation amendments;

10. Past performance information, when included as an evaluation factor, to include recent and relevant contracts for the same of similar items and references (including contract numbers, points of contact with telephone numbers and other relevant information);

11. If the offer is not submitted on a SF1449, include a statement specifying the extant of agreement with all terms, conditions and provisions included in the solicitation. Offers that fail to furnish the required representations of information, or reject the terms, and conditions of the solicitation may be excluded from consideration; 12. Company Tax Information and DUNS number. All responsible sources may submit a quotation, which if timely received, shall be considered by the agency.
