Shakealert Earthquake Early Warning System Education Framework Project
NAICS: 541618 Other Management Consulting Services, with the associated size standard of $19 million apply to this announcement.
This acquisition is set aside for small businesses.
Any award resulting from this RFQ will be based on Tradeoff method. Each offeror must submit sufficient documentation for the USGS to evaluate in order to determine technical acceptability of their offer.
Place of Performance: Vendor's facility and in-person meetings in Pasadena, CA.
Period of Performance are estimates only: Award to March 31, 2026, one additional Option year subject to availability of funds and continuing needs, April 1, 2026 to March 31, 2027.
Offerors shall submit the following:
1. Signed SF 1449 form filled in with firm information, person signing, and line-item prices, offered, etc on Blocks 30a-c.
2. Technical submission (information regarding technical qualifications and experience sufficient for government to evaluate your qualifications to perform this work. Examples are resumes, published works, etc.)
3. Listings of prior relevant and recent contracts and references including project description and contact information
4. Firm, fixed price quote for Base year and Option year
5. FAR 52.204-24 and 52.204-26 require check marks and signature
6. System for Award Management UEI

Background
The U.S. Geological Survey (USGS) manages the ShakeAlert Earthquake Early Warning (EEW) System, which operates in California, Oregon, and Washington, serving over 50 million residents and visitors. The system aims to enhance public safety by providing alerts seconds before strong shaking occurs.

The ShakeAlert Education Framework Project seeks to develop resources and strategies for effective communication and education regarding earthquake preparedness and response.

Work Details
The contractor will be responsible for the following tasks:

1. Develop a ShakeAlert Education Framework to guide resources and activities related to earthquake preparedness.
2. Review and catalog existing ShakeAlert communication, education, outreach, and technical engagement (CEO&TE) resources based on the developed framework.
3. Identify gaps in current resources and create a roadmap for new and revised materials that align with the ShakeAlert CEO&TE Strategic Vision (December 2023). This includes updating documents, guidelines, graphics, and other materials to reflect ongoing developments in the ShakeAlert System.

Period of Performance
The estimated period of performance is from April 1, 2025, to March 31, 2026, with an option year extending from April 1, 2026, to March 31, 2027.

Place of Performance
The work will be performed at the vendor's facility with in-person meetings in Pasadena, CA.
