Background
The 38th Contracting Squadron (38 CONS) is seeking to acquire Local Telecommunication Services (LTS) for Joint Base San Antonio, Lackland AFB (JBSA-L) and Fort Sam Houston (JBSA-FSH), TX.

This requirement aims to provide essential telecommunication services that support the installation 24 hours a day, seven days a week, throughout the year. The acquisition is driven by the need to transition from legacy systems and equipment to a performance-based approach in accordance with Air Force Instruction (AFI) 63-138 and Defense Supplement (DFARS) 239.74, which governs telecommunications services.

Work Details
The Contractor shall provide all labor, tools, facilities, materials, and services necessary to perform local access to designated circuit demarcation points as identified in Appendix 1 of the Performance Work Statement (PWS).

Services include:
- Installation of transmission equipment and cables for local exchange access and transport service circuits.
- Ensuring compatibility of proposed solutions with Government infrastructure without incurring additional costs.
- Providing operator assistance functions as part of local exchange access.
- Adhering to standards set by the Federal Communications Commission (FCC), Public Utility Commission (PUC), Department of Defense (DoD), Air Force, and industry norms.
- Notifying the Point of Contact (POC) about any scheduled outages at least 30 days in advance, including details about downtime and affected users.
- Following specific procedures for both scheduled and unscheduled outages, including timely communication regarding restoration actions.

Period of Performance
The contract will be performed continuously throughout the year, providing services on a 24/7/365 basis.
