The contractor shall provide all personnel, equipment, tools, materials, supervision, transportation, and other items
and services necessary to complete the work as described in the Statement of Work in the RFQ Solicitation.

Work location is at the Montana Air National Guard, GTF International Airport, Great Falls, MT.

This project will replace the aging Service Entrance Switch Gear with a new one that has phase voltage monitoring
technology capable of preventing single phasing of the base grid and monitor any issues of poor power quality that
could cause damage.

The Contractor proposal shall be submitted with quantities, unit prices, mobilization and costs included. The
Contractor shall dispose of all excess packaging, materials, and other items at their cost. The contractor shall provide
all supplies, parts, equipment, tools, labor, personnel, transportation, supervision, permits, insurance, and
management necessary to repair the Service Entrance Switch Gear on site and provide a warranty of one (1) years
materials and one (1) year labor. The project will be completed in accordance with the project contract documents,
drawings, specifications, Federal and State law, and the terms and conditions of the contract.

Background
The U.S. Property and Fiscal Office for Montana, on behalf of the 120th Airlift Wing of the Montana Air National Guard at Great Falls International Airport, is seeking a firm-fixed-price contract to replace the aging Service Entrance Switch Gear.
The new switch gear will include phase voltage monitoring technology to prevent single phasing of the base electrical grid and to monitor power quality issues that can damage equipment.

Work Details
• Provide all labor, equipment, tools, materials, supervision, transportation, permits, insurance, and services necessary to complete the work as described in the Statement of Work dated 2 June 2023.
• CLIN 0001: Furnish materials for one Service Entrance Switch Gear unit meeting project specifications.
• CLIN 0002: Remove and dispose of existing switch gear, including all demolition debris, in accordance with EPA regulations; provide off-base disposal at a permitted landfill.
• CLIN 0003: Mount and affix the new Service Entrance Switch Gear to the existing foundation per attached drawings and specifications.
• CLIN 0004: Supply and install two electrical utility connections; provide labor, materials, and equipment to configure, test, and coordinate planned outages with the local utility provider.
• CLIN 0005: Arrange and pay for freight of the prefabricated switch gear from the manufacturer to the Montana Air National Guard via the most cost-effective shipping method.
• Provide a one-year warranty on materials and one-year labor.
• Submit material submittals (AF Form 66) within 10 calendar days of notice to proceed; do not order or install materials until Government approval.
• Protect and barricade work areas; safeguard existing structures, utilities, vegetation, sidewalks, and vehicles; replace any damaged items at no additional cost.
• Conduct all work in compliance with NFPA, NEC, IEEE, applicable Federal and State law, and project contract documents.
• Provide onsite disposal bins for non-government use; divert and recycle solid waste and submit monthly diversion reports by the 10th of each month.
• Work hours are Monday through Thursday, 0700–1630, excluding Federal holidays.

Period of Performance
The contractor shall begin performance within 30 calendar days after award (notice to proceed) and complete all work within 90 calendar days thereafter.

Place of Performance
Montana Air National Guard, Great Falls International Airport, 2800 Airport Avenue B, Building 64, Great Falls, MT 59404-5570.

Bidder Requirements
• Small Business Set-Aside – Total (SBA).
• Performance and payment bonds required within 10 calendar days after award.
• Furnish all required insurance and obtain necessary permits.
• Compliance with State of Montana building and electrical codes.
• Submit an Entry Authorization List of all contractor and subcontractor employees at least 15 days prior to start of work for DoD facility access background checks.
• All personnel must carry photo identification and will be escorted in restricted areas as required.
