Description

The USDA Animal and Plant Health Inspection Service (APHIS) intends to award a contract on a sole source basis, under the authority of FAR Part 13.104, with Thermo Electron North America, LLC, West Palm Beach, FL for a Service contract for five parts of equipment that makes up the Vanquish HPLC (high pressure liquid chromatography) and TSQ Fortis Mass spectrometer for use at the National Veterinary Services Laboratories (NVSL) located in Ames, IA.

These services will be procured as a commercial item in accordance with the procedures in FAR Part 12 (Acquisition of Commercial Items) and FAR Part 13 (Simplified Acquisition Procedures). The sole source determination is based on Thermo Electron North America, LLC having prior work experience with USDA APHIS and currently the only manufacturer that provides a service contract for the Vanquish HPLC and TSQ Fortis Mass spectrometer. The anticipated total value of the contract is $81,265.48.

This notice of intent is not a request for competitive proposals. A determination by the Government not to compete with this proposed contract based upon responses to this notice is solely within the discretion of the Government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement. The deadline for the submittal of responses is 8:00 AM eastern time, September 3rd, 2024.

Background
The USDA Animal and Plant Health Inspection Service (APHIS) intends to award a contract on a sole source basis to Thermo Electron North America, LLC for a service contract covering five parts of equipment that make up the Vanquish HPLC (high pressure liquid chromatography) and TSQ Fortis Mass spectrometer.

This contract is essential for the National Veterinary Services Laboratories (NVSL) located in Ames, IA. The sole source determination is due to Thermo Electron North America, LLC being the only manufacturer that provides a service contract for this specific equipment, having prior work experience with USDA APHIS.

Work Details
The service contract includes:
- Field Service Engineer labor, travel, and parts required for Corrective Maintenance visits with a targeted response time of 3 business days.
- Priority status for technical support inquiries with an immediate response time. A certified service engineer will conduct diagnosis and Corrective Maintenance procedures using the latest digital remote support tools.
- One scheduled annual standard Preventive Maintenance visit (standard PM kit included).
- Access to Unity Lab Services Online Knowledge Base.
- A 10% discount on spare parts (not covered by corrective maintenance), accessories, and consumables for the instruments during the effective period of this contract.
- Software and firmware updates upon request during scheduled Preventive or Corrective Maintenance visits.
- A 10% discount off list price for training classes purchased during the contract validity period.

Optional add-on services include:
- Purchase of an Operational Qualification (OQ) with Instrument Requalification (RQ) during a scheduled Corrective Maintenance.
- Purchase of an additional Preventive Maintenance at a reduced price.

The services will be performed at the National Veterinary Services Laboratories (NVSL) located in Ames, IA.
