JUSTIFICATION FOR OTHER THAN FULL AND OPEN COMPETITION (OTFAOC)

Federal Acquisition Regulation (FAR) Part 6 Justification & Approval (J&A), Supporting Procurements under FAR Part 12, and FAR Part 15. Statutory and Regulatory Authority: 10 U.S.C. 3204(a)(1) and FAR 6.302-1.

Background
This justification is issued under the regulation for Other Than Full and Open Competition (OTFAOC) to establish a contract vehicle for Sensitive Compartmented Information Facility (SCIF) Assembly and Support.
The agency aims to support requirements aligned with performance task areas related to SCIFs, which are critical for national security operations.
The contract will facilitate the management, design, assembly, and monitoring of modular SCIFs installed at various locations in the Continental United States (CONUS).

Work Details
The contract encompasses several task areas:
1. **Task Order Management (FFP)**: Coordination and management of task orders, planning timelines, and supplier coordination.
2. **SCIF Design (FFP)**: Design services ensuring compliance with Intelligence Community Directive (ICD) 705 standards, including customization of SCIF size and conducting site surveys.
3. **SCIF Assembly (FFP)**: Provision of labor, materials, tools for assembly and reassembly of SCIF components, including testing for Radio Frequency and STC after installation.
4. **HVAC and Electrical Systems (FFP)**: Installation connections to existing systems complying with ICD 705 and local codes, including documentation of system designs.
5. **SCIF Monitoring (FFP)**: Installation of an Intrusion Detection System compliant with Underwriters Laboratories (UL) 2050 standards.
Specific requirements include modular SCIF panels with height customization, non-mechanical locking designs, contractor experience in Centurion Secure Vault Series systems, procurement capabilities for proprietary components, and the ability to provide warranties.

Continental United States (CONUS), specifically at four residential locations and one military facility.
