Secure Housing Unit (SHU) at the Port Isabel Service Processing Center (SPC)

Background
The U.S. Department of Homeland Security, U.S. Immigration and Customs Enforcement (ICE) is seeking information related to the design and construction of a new Secure Housing Unit (SHU) at the Port Isabel Service Processing Center (SPC) located in Los Fresnos, TX.

This project aims to enhance the facility's capabilities in housing detainees securely and is part of ICE's broader mission to enforce immigration laws and ensure the safety and security of the public.

Work Details
The project involves the design and construction of a new single-story Secure Housing Unit (SHU) consisting of 26 modular cells, including two that comply with Architectural Barriers Act (ABA) Standards.

The scope includes: site earthwork for preparation, selective demolition of existing structures, foundations, superstructure, roof framing, building envelope, interior construction, finishes, and painting.

Building systems to be installed include electrical power, lighting, fire suppression, heating, air-conditioning and ventilation systems, security systems, telecommunications, plumbing, and alarm systems.

All exterior surfaces must have protective coatings suitable for ISO Corrosivity Category 5 conditions. Site improvements will include utility connections, new fencing, drainage structures, security walls, and extensions of existing campus systems. The building must be architecturally compatible with other structures on the SPC campus.

The construction projects will take place at the Port Isabel Service Processing Center located at 27991 Buena Vista Blvd., Los Fresnos, TX 78566.
