Description

Defense Logistics Agency, Program Executive Office (J62LD), Engineering Systems Division, Section 508 Compliance Program Management Office (PMO) has a requirement to procure annual maintenance for Axe Monitor Tool which requires an annual maintenance agreement for technical and maintenance support, updates, patches, upgrades, and licenses for use of this product.

This is a sole source acquisition to Deque Systems Inc. (CAGE Code:1WFT4). This requirement will be solicited directly to Deque Systems, Inc. and J&A will be provided. The Axe Monitor Support for Section 508 Compliance PMO will be solicited as a sole source to Deque Systems Inc. as no other vendor can provide the service due to specific DoD requirement that will need to utilize Deque System's Axe Monitor Software which is proprietary to Deque System only.

Background
The Defense Logistics Agency (DLA), specifically the Program Executive Office (J62LD) and Engineering Systems Division, is seeking to procure annual maintenance for the Axe Monitor Tool. This tool is essential for ensuring compliance with Section 508 standards, which mandate accessibility in electronic and information technology. The contract will be awarded as a sole source to Deque Systems Inc., the only vendor capable of providing the necessary support due to proprietary requirements of the Axe Monitor Software.

Work Details
The contractor will provide annual maintenance agreement services for the Axe Monitor Tool, which includes technical support, updates, patches, upgrades, and licenses. The Axe Monitor Tool consists of two components: Axe Monitor and Axe Devtools Browser Extension. The services must ensure operational functionality within four mandatory DLA environments: DoD/DLA PKI/PKE, DoD/DLA Cybersecurity, VPAT/Accessible, and Remote Scanning and Metric Retention Capability.

The contractor must also comply with DoD Cyber Security and FedRAMP standards as outlined in NIST Special Publication 800-171, which includes requirements for access control, training, audit accountability, configuration management, incident response, media protection, personnel security, risk assessment, and system integrity.

Place of Performance
The contract will be performed at locations designated by the Defense Logistics Agency.
