Sectera vIPer Universal Secure Phones and Repairs   2

Background
The Department of Homeland Security (DHS), U.S. Citizenship and Immigrations Services (USCIS), Management Directorate (MD), Office of Information Technology (OIT), Information Security Division (ISD), Security Governance Branch (SGB), Communications Security (COMSEC) Section has a requirement to create a Purchase Agreement with General Dynamics for the procurement of lifecycle replacement equipment and repairs. The agreement will procure Controlled Cryptographic Items (CCI); Sectra vIPer VoIP secure desktop phones, Public Service Telephone Network (PSTN) Adapters, and Public Service Telephone Network (PSTN) vIPer. These devices will be distributed to field offices to fulfill requirements. The vIPer secure phone provides the Department, USCIS programs, and FDNS in particular, a national network and infrastructure of secure communications that have the capability to share on a near real-time basis of classified information that meets field operational requirements and promotes sharing and collaboration initiatives between USCIS, Law Enforcement agencies, the Intelligence Community, and other stakeholders at the Federal, State and Local levels.

The COMSEC program will be able to support all current fielding levels of equipment currently in the field and provide replacement units/repairs in the event that a unit is not operational.

Work Details
The specific products to be procured include: General Dynamics Sectera vIPer Universal Secure Phone Upgrades and Repairs. The procurement includes five (5) new vIPer secure units to be delivered within one hundred and twenty (120) days of award and repair thirty-three (33) units within forty-five (45) days of award. The technical specifications for the Sectera vIPer phones are provided in detail including features, power requirements, environment specifications, protocol support, certifications, and approvals.

Period of Performance
The delivery period for the products is coordinated with DHS/USCIS/OIT and the COMSEC Program Manager. Service agreements will go into effect on the date of receipt of equipment by DHS/USCIS/OIT and will continue for one (1) year from that date.

Place of Performance
Delivery is to be made to USCIS OIT/ACOB/COMSEC at 5900 Capital Gateway Dr., Mailstop 2250, Camp Springs Md, 20588-0009 with inside delivery requested.
