SDA Small Business Innovation Research(SBIR)/Small Business Technology Transfer (STTR) Broad Agency Announcement   10

SDA is issuing an SBIR/STTR Broad Agency Announcement (BAA) inviting submissions of innovative research concepts supporting the advancement of our national defense space capabilities. Small business opportunities (SBOs) will be announced under this BAA, and only proposals submitted in response to an active SBO will be evaluated for funding.

Amendment 1 (issued December 15, 2020)

The primary purpose of this Amendment 1 is to reflect new DoD-level requirements pertaining to the employment of risk-based measures to protect systems and technologies from adversarial exploitation and compromise. This amendment also includes updated guidance on company commercialization reports required with all SBIR/STTR proposal submissions and updated proposal submission instructions. The Amendment 1 to the BAA is uploaded.

Amendment 2 (issued January 25, 2021)

The primary purpose of this Amendment 2 is to identify terms and disclosure requirements for the performance of essentially equivalent work under multiple federal programs. The Amendment 2 to the BAA is uploaded.

Amendment 3 (issued February 26, 2021)

The primary purpose of this Amendment 3 is to incorporate DFARS provision 252.209-7002; remove the requirement to respond to the six questions concerning foreign involvement on proposal cover sheets; and add a prohibition on contracting with the Maduro Regime. Additionally, Attachment 6: Foreign Disclosure Addendum is replaced with Attachment 6: Foreign Ownership or Control Disclosure. The Amendment 3 to the BAA and the new Attachment 6 are uploaded. Amendment 4 (issued March 9, 2021)

The primary purpose of this Amendment 4 is to resolve conflicting guidance on proposal font size and the placement of technical data rights assertions in the proposal package. The Amendment 4 to the BAA and revisions to Attachments 1 and 3 are uploaded and replaces the previous Attachments 1 and 3, respectively. Changes in the Amendment 4 and Attachments are shown in highlighted text.

Revision to Attachments (issued March 17, 2021)

The primary purpose of this revision is to delete one line under the Format section in the Attachment 1 Phase I Template - Volume 2 Technical Volume, that states "The Technical Volume must include two parts, Part 1: Feasibility Documentation and Part 2: Technical Proposal". The revision to Attachment 1 is uploaded and replaces the previous Attachment 1. Changes in the Attachment 1 are shown in highlighted text.

The primary purpose of this revision is to correct the formatting of the cost proposal templates. The amendments to Attachment 2 and Attachment 4 are uploaded and replaces the previous Attachment 2 and Attachment 4, respectively. Changes in the Attachments are shown in highlighted text.
