Scientific Feasibility (SciFy)

Background
The Defense Advanced Research Projects Agency (DARPA) is soliciting innovative and revolutionary computational approaches that measure the feasibility of technical claims to enable accurate assessments of scientific content. DARPA is seeking appropriate and relevant personnel at all events. The locations of events will alternate between Washington, D.C., and San Diego, CA. The Government also anticipates making visits to performer sites at least once per year, which should be budgeted for as 1-day events.

Work Details
The program metrics have been identified by DARPA to evaluate the effectiveness of proposed solutions in achieving the stated program objectives. The program places a strong emphasis on creating and leveraging open-source development, along with advocating the use of liberal open-source licensing (e.g., MIT). Multiple awards are anticipated, and the amount of resources made available under this BAA will depend on the quality of the proposals received and the availability of funds. DARPA reserves the right to select for negotiation all, some, one, or none of the proposals received in response to this solicitation and to make awards without discussions with proposers.

For budgeting purposes, assume the locations of events will alternate between Washington, D.C., and San Diego, CA.
