USTRANSCOM is seeking sources that possess the availability and capability to provide scheduled fuel barge transportation services in the Atlantic region, information about what solutions currently exist in the market, and is interested in learning what
information industry may need to scope a logical roadmap to succeed.

This announcement constitutes an RFI for informational and planning purposes only. This IS NOT A Request for Proposal (RFP), nor is it to be construed as a commitment by the Government. No contract will be awarded as a result. Industry's response to the RFI or lack thereof will have no impact on the evaluation of responses to any subsequent RFP or Request for Quote (RFQ) released. The information requested will be used within USTRANSCOM as market research to facilitate decision making (e.g.,
determining acquisition strategy, small business concerns) and will not be disclosed outside the Government.

Background
The United States Transportation Command (USTRANSCOM) is seeking sources capable of providing scheduled fuel barge transportation services in the Atlantic region. This initiative aims to gather information about existing market solutions and to develop a logical roadmap for future operations. Work Details
The contract involves the transportation of Department of Defense-owned bulk jet fuel (JP5), marine diesel (F76), and commercial Jet-A by tug and barge between U.S. ports on the Atlantic and Gulf Coast, including their connecting waterways. Key tasks include:

1. **Contractor Furnished Equipment and Crew**: The contractor must provide all necessary supplies, materials, equipment, and personnel.

2. **Barge Requirements**: Six tank barges with specific capacities are required, including:
- Two with 10,000-20,000 barrels capacity,
- Three with 20,000-30,000 barrels capacity,
- One with 50,000-60,000 barrels capacity.

3. **Tug Requirements**: Six tugs must be provided to support the barges based on their capacities.

4. **Cargo Delivery Services**: The contractor is responsible for loading or discharging cargo as specified by the Government.

5. **Reporting and Communication**: Daily equipment position reports and readiness notices must be provided to the Government.

6. **Quality Control**: A Quality Control Plan must be established to ensure service quality throughout the contract duration.

7. **Insurance Requirements**: The contractor must maintain cargo insurance and liability insurance as required by law.
