General: This is a service contract for the interior and exterior window cleaning to six (6) buildings at the Sault Ste. Marie (Soo) Project Office (SPO), USACE-Detroit (LRE).

Summary Description of Services: The Contractor shall clean all interior and exterior window surfaces to an estimated 570 windows at six (6) buildings varying in size and between one (1) to six (6) stories. The Contractor will conduct window cleaning services two (2) times per year, once in the spring and once in the fall. Additional cleanings may be requested as needed by USACE-Detroit.

The decision to solicit for a contract shall be solely within the Government's discretion.
Additional company capability information is welcome. Your company's response is limited to 25 pages. All attachments must be provided in either Microsoft Word, excel, or Adobe Acrobat PDF format. Scope: The Contractor shall provide fully functional equipment and personnel to complete these services.

  • a. Pure water technology will be used on the exterior of all buildings
  • b. Traditional methods will be used in the interior of the buildings.
  • c. Government Furnished Property: Contractor will be provided with water and a power source at each location. Carts and wagons will be provided to transport equipment throughout the facility.

Specifics:

  • Cleaned surfaces shall have no traces of film, dirt, smudges, water and other foreign matter.
  • When installed, exterior storm panes or exterior screens that are only removable from the exterior are not to be removed for this service. In such cases, clean the accessible exterior of the window or storm window or screen, and the interior of the permanent window.
  • For all other locations, when exterior storm panes or screens are installed that are only removable from the exterior, coordinate specific cleaning of space and surfaces between storm window or screen and permanent window with Contracting Offier Representative (COR).
  • For windows with casement or tilt in sashes, operate and clean both interior and exterior surfaces.
  • Move, or remove and reinstall interior screens, shades, and similar interior treatments when present and required.
  • The Contractor shall submit an AHA for interior and external window cleaning prior to work commencing as well as SDSs for window cleaning chemicals. Supplies and/or products used in this Contract must contain recycled materials, environmentally preferable products, and bio-based products to the maximum extent feasible. The use of environmentally friendly chemicals (e.g. window cleaning supplies) is also preferred. Background
The Sault Ste. Marie Project Office (SPO) is part of the U.S. Army Corps of Engineers - Detroit District (USACE-Detroit). The mission of this agency includes maintaining and managing federal infrastructure and resources. Work Details
The Contractor shall perform window cleaning services for an estimated 570 windows across six buildings, which vary in size from one to six stories. Services will be conducted biannually, once in spring and once in fall, with additional cleanings available upon request. Specific tasks include:
- Utilizing pure water technology for exterior cleaning and traditional methods for interior cleaning.
- Ensuring all cleaned surfaces are free from film, dirt, smudges, water, and other foreign matter.
- For windows with exterior storm panes or screens that can only be removed from the outside, clean accessible areas without removing these fixtures.
- Coordinate with the Contracting Officer Representative (COR) for specific cleaning requirements when storm windows or screens are present.
- Operate and clean both interior and exterior surfaces of casement or tilt-in sash windows.
- Move or reinstall interior screens, shades, and similar treatments as necessary.
- Submit an Activity Hazard Analysis (AHA) prior to commencing work along with Safety Data Sheets (SDSs) for any cleaning chemicals used. All supplies must contain recycled materials and environmentally preferable products.

Period of Performance
The contract will have a base period from September 20, 2024, to August 21, 2025, with four option periods extending annually until August 21, 2029.

The contract will be performed at the Sault Ste. Marie Project Office (SPO), located in Michigan.
