NOAA/The National Marine Fisheries Service/Office of Law Enforcement, has a requirement for Satellite AIS Data for Vessels at Sea in the Pacific Ocean.

This solicitation is being issued as 100% set-aside for Small Business. All responsible, qualified, small business sources may submit an offer that will be considered. The North American Industry Classification System (NAICS) code for the acquisition is 517410 Satellite Telecommunications. The small business size standard is $44.0M.

The Government will solicit and award this contract using Simplified Acquisition Procedures, in accordance with FAR subpart 13.0. It is the Government's intention to issue a single firm-fixed price purchase order for a base plus 4 option periods. The Award will be made to the offeror whose quote meets all Statement of Work (SOW) and solicitation requirements. Quotes will be evaluated using Low Price, Technically Acceptable evaluation factors.

Please provide two or more references for the same or similar services provided in the past 3 years.

The anticipated award date is August 21, 2024. Hard copies of the RFQ will not be issued.

The RFQ documents and incorporates provisions and clauses that are in effect through Federal Acquisition Circular 2024-05, effective 4/22/2024.

Background
The National Oceanic and Atmospheric Administration (NOAA), specifically the National Marine Fisheries Service (NMFS) Office of Law Enforcement, requires Satellite AIS Data for Vessels at Sea in the Pacific Ocean.

This contract aims to enhance monitoring and enforcement capabilities against illegal, unreported, and unregulated (IUU) fishing activities in the specified region. The acquisition is set aside for small businesses, with a focus on obtaining a firm-fixed price purchase order that includes a base year and four option years.

Work Details
The contractor will provide Satellite AIS data for vessels at sea in the Pacific Ocean, which includes:
1. A single concurrent-user-license account allowing access to comprehensive AIS data showing positions of US and foreign commercial fishing vessels.
2. The data must include satellite AIS transmissions from Class A or Class B equipped vessels, detailing vessel name, date/time of transmission, position (latitude/longitude), flag state, destination port, etc.
3. Priority is given to positions of vessels at sea within specified geographic coordinates (between 130° West and 130° East longitude, and between 50° South and 50° North latitude).
4. The service must provide current vessel positions with an average latency of no more than 8 hours and access to at least 90 days of historical position data at no additional cost.
5. A user-friendly GIS interface that displays satellite AIS vessel position data relative to Pacific EEZ boundaries, allowing searches by vessel name or other identifiers and displaying tracks in relation to EEZ boundaries.

Period of Performance
Base year from September 15, 2024, to September 14, 2025; with four option years extending through September 14, 2029.

Place of Performance
The service will be provided via a web-based product accessible from NOAA's office in Honolulu, Hawaii.
