The purpose of this solicitation amendment is to remove a clause and to change administrative evaluation factors. The following clause, VAAR 852.219-75 VA NOTICE OF LIMITATIONS ON SUBCONTRACTING CERTIFICATE OF COMPLIANCE FOR SERVICES AND CONSTRUCTION (JAN 2023) (DEVIATION), is hereby removed or rescinded from this solicitation. This clause is non-applicable to a solicitation that is not set-aside SDVOSB or VOSB certified firms. The following administrative evaluation factor is hereby removed from the Quote Preparation Instructions. Completed VAAR 852.219-75 Limitations on Subcontracting Compliance Certification. Failure to provide full text and signed certification will result in the offeror being immediately excluded for award. Full text version is above, or available at www.acquisition.gov. Any offerors who have submitted a quote before the posting date/time of this amendment will not be evaluated on this factor. Any offerors who submit a quote after this amendment and up to the solicitation deadline will not be evaluated on this factor. The Quote Preparation instructions are hereby changed to: QUOTE PREPARATION INSTRUCTIONS To assure timely and equitable evaluation of quotes, offerors must follow the instructions contained herein for quote submissions. Quotes must be complete, self-sufficient, and respond directly to the requirements of this solicitation. FAILURE TO PROVIDE ANY OF THE INFORMATION REQUESTED IN THIS SECTION MAY RESULT IN YOUR QUOTE BEING EXCLUDED FROM FURTHER CONSIDERATION FOR AWARD. All quoters shall submit the following: Administrative Items: Cover Page that includes the following information: business name, SAM UEI, Business Address, Point of Contact with Phone and email information. Provide a statement concurring or acknowledging the solicitation terms and conditions and any applicable solicitation amendments. General liability insurance coverage that meets or exceeds limits identified. List of all Vendor Points of Contact that will be used to support this requirement. Please provide full name, email addresses and phone numbers along with their roles. Pricing items: Fill out the Price-Cost Schedule information. Technical Items: (Narrative) Provide a narrative on the following items: How will your firm clean the windows, including method i.e., Rappelling, scissor lift, etc. How will your methods keep government property free from scratches and other damage. Provide a schedule or timeline for each area to be cleaned on Dayton VA Campus. Vendors shall indicate how long each building/area should take to successfully complete. Vendors shall indicate the overall length of project for each cleaning. Provide a safety plan that fully details the safety measures your firm employs the following: How will your firm protect VA Patients, VA Employees, and pedestrians during the performance on premises. What safety measures your employees take in order to remain safe during any performance for this requirement. Please list all / any subcontractors if they will be utilized for this requirement AND what they will be performing. If your firm is subcontracting, how is your firm going to comply with the Limitations on Subcontracting rule? Provide a list of cleaning agents AND actual MSDS sheets for each item used. Past Performance: Provide at least 3 references to other similarly sized and relevant contracts or requirements from federal, state, local, or commercial clients that you have performed in the past 4 years. Contract information, including start dates, ultimate completion date, and total contract value. POC, Contracting Officer, COR, or Technical POC name and contact information including phone number and email address. A brief description and narrative on services performed. In the absence of Past Performance for similar requirement(s) please provide background and resumes of key personnel that show familiarity with similar work and/or requirements. Lack of a vendor having performed on a similar sized contract or requirement does not, on this single technical factor, result in a vendor being ineligible for award. Background
This solicitation is a combined synopsis/solicitation for commercial products and commercial services prepared in accordance with the format in subpart 12.6. The announcement constitutes the only solicitation, and quotes are being requested. The solicitation is set-aside for Small Businesses. The Network Contracting Office (NCO-10) is seeking to purchase exterior Window Washing and Cleaning Services.
