FY24: Janitorial Services New Contract   3

This is a combined synopsis/solicitation for commercial services/items prepared in accordance with the format in FAR Subpart 12.6 in conjunction with FAR Part 15, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a separate written solicitation will not be issued. This combined synopsis/solicitation is issued as a Request for Proposal 36C24824R0051.

Submit written proposals in accordance with Addendum to FAR 52.212-1, Instruction to Offerors. Oral proposals will not be accepted. This solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular FAC-2024-01/ 11-14-2023. North American Industrial Classification Standard (NAICS) 561720, Janitorial Services, with a Size Standard of $22 Million.

Miami VA Healthcare Network intends to award a single firm fixed price contract for Janitorial Service.

This procurement is a 100% Total Service-Disabled Veteran Owned Small Business (SDVOSB) Set-Aside and all eligible vendors are encouraged to submit proposals. To be eligible for award vendor must be registered with the System for Award Management (SAM) at the time of the close of the RFQ and at the time of award.

Proposal shall be valid 90 days from the close of this solicitation.

Site Visit was previously held on Thursday November 16, 2023, at 10:00 AM EST. The location was The Bruce W. Carter VA Medical Hospital 1201 NW 16th Street, Miami Florida 33125 main lobby.

After the site visit the PWS was revised based on questions received. The most notable change was reducing to total number of required number of staff from 108 to 96 for the duration of the contract. Those changes are reflected in the RFP. Proposals are due no later than Wednesday March 6, 2024, at 4:00 PM ET. Proposals will only be accepted in Microsoft/ Adobe format by email to: Contracting Officer Scott Frankel at Scott.Frankel@va.gov. Please complete and submit all aspects annotated in the RFP.

Work Details
The Performance Work Statement (PWS) outlines the janitorial services required for various facilities within the Miami VA Healthcare Network. It includes detailed information on the background, definitions & acronyms, period of performance, place of performance, work schedule, area of responsibility, tasks and cleaning standards, contractor personnel requirements, safety training requirements, security training requirements, information security requirements, and contract clauses.

Period of Performance
The base period of performance will be for 12 months with the option to extend for an additional four 12-month periods.

Place of Performance
The janitorial services will be performed at multiple locations including The Bruce W. Carter VA Medical Hospital in Miami, Florida; Williams 'Bill' King Clinic in Sunrise, FL; Supply Chain Warehouse in Doral, FL; Homestead CBOC in Homestead, FL; Key Largo VA CBOC in Key Largo, FL; Hollywood VA CBOC in Hollywood, FL; and Deerfield Beach VA CBOC in Deerfield Beach, FL.
