BLM-CO Grand Junction Air Center (GJAC) Janitorial Services Base + 4- Amendment 002 to add the site visit notes and to answer questions that were asked.
The BLM-CO Grand Junction Air Center (GJAC) has a requirement for Janitorial Services. Please see 'Attachment 1 Performance Work Statement' for more details. Incumbent Contract: This is a follow-on to 140L1721P0028 with a total contract value of $19K for 3 years. Take that into account as you contemplate making a bid/no bid decision. Note, the PWS does require more frequent cleaning than the previous contract.
Site visit (virtual and in-person) scheduled for August 29th at 11 am MT and was previously announced on the pre-solicitation. Contract Type: FFP (Firm-Fixed Price) - no changes due to inflation, market conditions, Labor rates except for increases due solely to a new DOL wage determination, etc. Do some research prior to submitting a proposal.
Basic Contracting Requirements:
1. Active Registration www.sam.gov
2. Invoicing and Payment - www.ipp.gov - 30 day prompt pay after delivery
3. FAR Part 12 - Commercial Item
4. FAR Part 13 - Simplified Acquisition Procedures
5. Total Small Business Set-Aside for NAICS - 561720 - Size Standard $22
6. Award Basis - Price and Other Factors, including technical response and anticipated start date. We will be evaluating the technical portion on a basis of Does Not Meet, Meets or Exceeds what is requested in the PWS.

Background
The Bureau of Land Management (BLM) Colorado Upper Colorado River District Office requires janitorial services for the Grand Junction Air Center (GJAC), which plays a crucial role in fire management services in western Colorado and eastern Utah.

The center provides tactical aircraft resources for initial fire response and collaborates with various agencies to mitigate wildfire risks. This solicitation is a follow-on to an existing contract and aims to enhance cleanliness and reduce infestation risks associated with temporary lodging and administration of aircrews.

Work Details
The contractor shall provide all personnel, equipment, supplies, facilities, transportation, tools, materials, supervision, and other items necessary to perform janitorial services as defined in the Performance Work Statement (PWS).

Services include: weekly, bi-weekly, monthly, and semi-annual cleaning requirements for designated areas at the GJAC. The contractor must adhere to standards set by OSHA, Department of Labor, Department of the Interior, State of Colorado, and established commercial health practices. Specific tasks include maintaining a clean and safe working environment to support BLM Colorado Fire and Aviation's responsibilities.

Base Year from September 16, 2024 to September 15, 2025 with four additional option years.
