Grounds and Facility Maintenance Services for the Sacramento Valley National Cemetery, 5810 Midway Road, Dixon, CA 95620.   2

The National Cemetery Administration (NCA) is soliciting offers under Request for Proposal (RFP) Number VA786-16-R-0136 to provide Grounds and Facility Maintenance Services for the Sacramento Valley National Cemetery. This acquisition is 100% set aside for Service-Disabled Veteran-Owned Small Businesses (SDVOSBs). The NAICS Code is 561730; Size Standard is $7.5 Million. Offers received from concerns that are not SDVOSBs shall not be considered. SDVOSBs must be verified for ownership and control and listed in the Vendor Information Pages (VIP) at https://www.vip.vetbiz.gov prior to the due date for proposals. (See Provision 852.219-10 VA Notice of Total Service-Disabled Veteran-Owned Small Business Set-Aside.) The Sacramento Valley National Cemetery is a National Shrine. The standards of maintenance and appearance at this cemetery must reflect this nation's concern for those interred there. The contractor shall provide all labor, materials, equipment, tools, and supplies to perform grounds and facility maintenance services. All work shall be performed in accordance with the Description/Specifications/Statement of Work, contained herein; National Cemetery Administration National Shrine Commitment Operational Standards and Measures (Version 4.0 October 2009 or the most current version); Handbook 3410: Integrated Pest Management Procedures for VA National Cemetery; Handbook 3420: Turfgrass Maintenance in VA National Cemetery; the most current Organizational Analysis and Improvement Guide (OAI); and in accordance with the NCA Environmental Management System (EMS). The period of performance for this requirement shall consist of a base period and four (4) one year option periods. The place of performance for this requirement is the Sacramento Valley National Cemetery located at 5810 Midway Rd., Dixon, CA 95620. Please see the Statement of Work entailed within the solicitation for a complete breakdown of all required deliverables for this requirement. The Government will award a Firm-Fixed price contract using the best value tradeoff approach resulting from this solicitation to the responsible offeror whose proposal is most advantageous to the Government regarding price and other factors considered. In addition, the Government intends to award without discussions. Therefore, the offeror's initial proposal should contain optimal terms from a price and technical standpoint. The following factors listed in descending order of importance will be used to evaluate offers: (1) Past Performance, (2) Technical Qualifications; and (3) Price. Past Performance and Technical Capability when combined are significantly more important than Price.
