Description

Enclosed is a Request for Quotations (RFQ) for Roof Insulation Installation Services for the U.S. Embassy Housing Compound in Tokyo, Japan.

The U.S. Government intends to award a Purchase Order to the responsible company submitting a technically acceptable quote at the lowest price. The U.S. Embassy Tokyo intends to award the Purchase Order based on initial quotations, without holding discussions, although we may hold discussions with companies in the competitive range if there is a need to do so.

The U.S. Government is planning a pre-quotation conference and walk-through at the site, and the date for this conference and site visit will be in the solicitation.

Quoters shall be registered in the SAM (System for Award Management) database at https://www.sam.gov prior to submittal of their quotation as prescribed under FAR 4.1102. Failure to be registered at time of quotation submission may deem the quoter's quotation to be considered non-responsible and no further consideration will be given. Therefore, quoters are highly encouraged to register immediately if they are interested in submitting a response to this requirement.

Background
The U.S. Embassy in Tokyo, Japan, is seeking quotations for Roof Insulation Installation Services at the Mitsui Housing Compound. The goal of this contract is to enhance the energy efficiency and comfort of the embassy housing by installing thermal insulation in specified apartments.

The U.S. Government intends to award a Purchase Order to the responsible company that submits a technically acceptable quote at the lowest price.

Work Details
The contractor shall provide all labor, tools, equipment, materials, paints, supervision, and services necessary to complete the installation of thermal insulation on 10 Temple apartments (T201, T205, T209, T213, T215, T219, T221, T223, T225 and T227) within the Mitsui Housing Compound. Specific tasks include:
1. Applying heat reflective/resistant base film and thermal insulation on ceilings.
2. Covering ceilings with aluminum composite panels matching existing wall colors.
3. Applying heat reflective/resistant film on glass/polycarbonate walls.
4. Installing a ventilation fan (EX-30SC4) with a wall switch and external cover.
5. Installing a grill with a shutting feature between the sunroom and staircase.

All work must comply with local labor standards for occupational safety and health and conform to Japanese Building Standards.

Period of Performance
The total number of days to complete each housing unit is 15 working days.
