ADMINISTRATIVE UPDATE TO ATTACH MODEL TASK ORDERS WITH UPDATED MIDs (To reflect changes made to Section L in RFP Amendment 1 published 11 May 2020)

This is an administrative change to add the updated Model Task Orders with corrected MIDs to the posting. No changes to the RFP or the proposal due date result from this administrative correction.

REQUEST FOR PROPOSAL (RFP) AMENDMENT 1 AND RESPONSES TO INDUSTY QUESTIONS ON FINAL RFP

The Space and Missile Systems Center is releasing an amendment to the request for proposal (RFP) for the Rocket Systems Launch Program Mission Assurance (RSLP MA) single award IDIQ contract in response to questions from industry. As a result, the following changes are included in Amendment 1 to the RFP:

A. Section I incorporates changes to the applicability of clauses reflected as strike-through and highlighted text.

B. CDRL A006 that was posted with Exhibit A in the Final Request for Proposal (RFP) release on 10 Apr 2020 is deleted and replaced with the CDRL A006 attached herein to change reference from FAR 52.219-14 to FAR 52.219-14 DEVIATION 2020-O00008 (MAR 2020).

C. Page 28 of the PWS has a change reflected in highlighted text for paragraph 3.3.2.25.1.2.

D. The Section L that was posted with the Final RFP is deleted and replaced with Section L, Rev 1. The changes are reflected on page 4 of Section L, Revision History. Section L, page 1, also incorporates changes to the applicability of clauses reflected as strike-through and highlighted text.

Not all questions resulted in changes to the RFP; a Comment Resolution Matrix (CRM) is attached to this posting for additional clarity. The CRM addresses all RFP questions received, and notes any corresponding changes to the RFP or provides the Government's response.

Please note, as outlined in Section L of the RFP, Offerors must request a link from the Contracting Officer (alicia.cawley@us.af.mil) and Contract Specialist (april.miller@us.af.mil) in order to upload their proposal electronically to the DoD SAFE Site. Requests for an upload link shall be received between 18 May 2020 1500 MDT and 26 May 2020 1500 MDT. Proposals shall be uploaded by the proposal due date of 27 May 2020 1500 MDT. Proposals received after that date and time will be treated in accordance with FAR 52.215-1.

(1) DOD SAFE Site uploads are limited to 25 files in a single file package. Total file package size is limited to 8GB (8000MB) per upload link provided.

(2) Zip Files will not be accepted. If it is necessary to upload more than 25 separate files or total file size exceed 8000MB, please request an additional upload link per the instructions in Section L, Rev 1.

PLEASE SEE SECTION L OF RFP AMD 1 FOR COMPLETE INSTRUCTIONS FOR ELECTRONIC PROPOSAL SUBMISSION.

As the changes to the RFP reflected in this Amendment are minor, the proposal due date is not being extended. Proposals are due 27 May 2020, NLT 1500 MDT. Offerors much acknowledge receipt of this amendment in accordance with the instructions in Item 11 of the RFP Amendment SF 30.

FINAL REQUEST FOR PROPOSAL AND RESPONSES TO INDUSTRY COMMENTS:

This Solicitation Notice is the Final Request for Proposal (RFP) for the Rocket Systems Launch Program Mission Assurance (RSLP MA) single award Indefinite Delivery/Indefinite Quantity (IDIQ) contract. The Government intends to award one (1) contract as a result of this competition. This notice incorporates changes resulting from the comment resolution matrices provided in response to the second Draft RFP posting on 13 March. As a result, in addition to the RSLP MA Final RFP documents (including model task orders coinciding with the Sample Missions in Section L), the Government responses to the comments provided by industry are being posted. NAICS 541715, size standard 1,250 employees applies to this acquisition.

Interested vendors should send an email request for a NEW copy of the Bidder's Library from the Primary POC (Alicia Cawley, Contracting Officer). The library provides a collection of relevant program guidance and reference documents not generally available to the public which are necessary for offerors to ultimately prepare proposals to be eligible for award. Note: New documents have been added to the Bidder's Library including the final solicitation DD254; there have been no changes made to the documents included in the previously released version of the Library. The RSLP MA Bidder's Library will be sent, within 24 hours of receipt of request, via FEDEX Priority Overnight. The requests should include: Company name; Company mailing address; Commercial and Government Entity (CAGE) code; point-of-contact (POC) name, POC email and POC phone number. Foreign firms will not be allowed to participate in this acquisition at the prime contractor level and are not eligible to receive the Bidder's Library.

Proposals shall be submitted electronically to all of the email addresses below no later than 3pm MDT, May 27, 2020. Proposals received after that date and time will be treated in accordance with FAR 52.215-1. In light of Kirtland AFB mandating all non-mission-essential personnel to telework, the Government is not requiring hard copies of the proposal at this time. A hard copy may be requested at a later date. If a hard copy is requested, the request will only be made prior to the proposal submission date and will be made to offerors at least 10 calendar days in advance of the required delivery date through revised posting to this solicitation announcement. If the proposal due date has passed, the government will not be requiring a hard copy submittal.
