RFP-Real Estate Outgrant-NAS Oceana, Virginia Beach, VA-Former Horse Stables-Revised

Background
The Department of the Navy is seeking to competitively select an offeror and enter into a real estate agreement for a +/- 113 acre parcel located at Naval Air Station Oceana, Virginia Beach, Virginia. The authority for this out grant is under Title 10, United States Code (USC), Sections 2667 and 2668. The property is currently vacant and is no longer being used as of 2019. The primary goal of the project is to develop the property for a use that is economically viable and meets both the market’s needs and the Navy’s vision for the property.

Work Details
The proposed property is a combination of improved and unimproved area totaling approximately 113 acres. The vision of this opportunity is for the Property to be out granted for a financially viable use that is compatible with the security and operational requirements of NAS Oceana. The Navy requests that the Offeror provide as much detail as possible regarding how the Property will be used and requires the Offeror to state its preference for length of the Agreement.
The selected Offeror shall finance, plan, provide necessary equipment, operate, and maintain the Property for the term of the Agreement. The Offeror shall have responsibility for all property maintenance and management items throughout the life of the project.

Period of Performance
The Navy is willing to enter into an Agreement for a term up to 35 years, depending on final negotiations of terms between the Navy and Offeror, Navy real estate requirements, and policy.

Place of Performance
The geographic location of the contract will be at Naval Air Station Oceana in Virginia Beach, Virginia.
