USAID/Pacific Islands is soliciting proposals from qualified organizations interested in providing services described in this RFP.

The overall goal of USAID's Pacific Islands Climate Finance Activity (PICFA) is to strengthen the capacity of the Pacific Island countries (PICs) to increase access to and improve management of financing and investments that will support climate change mitigation and adaptation efforts. The activity will be implemented over a 5-year time period. It will be implemented across the twelve Pacific Island nations where USAID works in the region: the Federated States of Micronesia (FSM), Fiji, Kiribati, Nauru, Palau, Papua New Guinea, Republic of the Marshall Islands (RMI), Samoa, Solomon Islands, Tonga, Tuvalu, and Vanuatu.

Background
The United States Agency for International Development (USAID) is soliciting proposals for the Pacific Islands Climate Finance Activity (PICFA). The overall goal of PICFA is to strengthen the capacity of the Pacific Island countries to increase access to and improve management of financing and investments that will support climate change mitigation and adaptation efforts. The activity will be implemented over a 5-year time period and will cover twelve Pacific Island nations where USAID works in the region: the Federated States of Micronesia (FSM), Fiji, Kiribati, Nauru, Palau, Papua New Guinea, Republic of the Marshall Islands (RMI), Samoa, Solomon Islands, Tonga, Tuvalu, and Vanuatu.

Work Details
The contract is a cost-plus-fixed-fee (CPFF), completion contract for a performance period of five years with a total estimated cost-plus fixed fee for services within the range of $40 million to $43.5 million. The services required include strengthening the capacity of Pacific Island countries to manage financing and investments for climate change mitigation and adaptation efforts. The work includes activities such as branding implementation plan, marking plan, quality assurance surveillance plan, submission of other data assets, and submission of geographic data assets.

Period of Performance
The contract will be performed over a 5-year time period.

Place of Performance
The contract will be performed across twelve Pacific Island nations: the Federated States of Micronesia (FSM), Fiji, Kiribati, Nauru, Palau, Papua New Guinea, Republic of the Marshall Islands (RMI), Samoa, Solomon Islands, Tonga, Tuvalu, and Vanuatu.
