PREVIOUS INFORMATION REGARDING THIS REQUIREMENT DURING THE PRE-SOLICITATION PHASE HAD BEEN POSTED UNDER RFIQRADS2018. THIS IS THE ACTUAL SOLICITATION FOR QRADS TO WHICH INTERESTED OFFERORS SHALL RESPOND TO BY THE REQUIRED DATES.
This requirement is being conducted as a non-commercial item acquisition in accordance with Federal Acquisition Regulation (FAR) Part 15 (Contracting By Negotiations), as supplemented with the additional information included in this notice. This is a Request for Proposals (RFP). A copy of the Solicitation with instructions for submitting a Proposal in response to RFP No. 50310218R0002 Quantitative Research Analytical Data Support (QRADS) is being attached to this electronic notice. The Government anticipates awarding Multiple Award Indefinite Delivery Indefinite Quantity (IDIQ) contracts resulting from the solicitation. Against the IDIQ contracts, the Government will issue T&M/L&H and FFP TOs.

The period of performance for this procurement shall consist of one (1) year base period with four (4), one (1) year options. The Request for Proposal (RFP) shall require the submission(s) of technical proposal(s) as well as price proposal(s). Contract(s) will be issued to eligible firms offering the best value proposal to provide the services in accordance with the Statement of Work (SOW).

The U.S. Securities and Exchange Commission (SEC) Division of Economic and Risk Analysis (DERA) supports the mission of the SEC to protect investors, maintain fair and efficient markets, and facilitate capital formation. The program is to obtain support in the following Channels: 1) Capital Markets and Financial Industry Data Analysis (total small business set aside); 2) Quantitative Analytical Support; 3) Analytic Development Environment Database Support; 4) Communication and Technical Writing Support; and, 5) Text Analytics Support.

The North American Industry Classification System (NAICs) is (541690)-other scientific and technical consulting services. Proposals are being requested. The Contractor shall provide all labor and material. All Offerors must be registered in the System For Award Management (SAM.gov) (http://www.sam.gov). Further, Offerors are required to complete their Online Representations and Certifications in SAM.gov prior to submittal of a proposal to be eligible for award.

Proposals (in their entirety), BOTH hard and electronic copies are due NO LATER THAN 11:00 A.M. Eastern Standard Time on January 26, 2018 to the address in RFP Section L.4.2.

Past Performance Questionnaires should be submitted to QRADS2@sec.gov NO LATER THAN 12:00 P.M. Eastern Standard Time on January 26, 2018.

The Offeror shall be sure to submit its completed Attachment L-1, Pricing Templates, as part of the electronic submission via email to QRADS2@sec.gov NO LATER THAN 12:00 P.M. Eastern Standard Time on January 26, 2018.

See the proposal submission instructions, including the provision describing treatment of late submissions, notifications and withdrawals of proposals at FAR Clause 52.215-1, Instructions to Offerors-Competitive Acquisition. Proposals received in hard copy at the SEC address and at the email address QRADS2@sec.gov after the exact time specified herein for receipt of proposals will be deemed "late" and will not be considered. Further, both hard and electronic copies of proposals must be received by the exact time specified herein to be considered timely or the Offeror's proposal will be deemed "late" and will not be considered.

Communications and questions concerning this solicitation or requests for clarification shall be made in writing to QRADS2@sec.gov. NO TELEPHONE INQUIREIES WILL BE ACCEPTED.

The due date for communications and questions concerning the RFP is NO LATER THAN 12:00 P.M. Eastern Standard Time on January 3, 2018. Questions received after this time may not be addressed.

As soon as an Offeror is aware of any problems or ambiguities in interpreting the specifications, terms or conditions, instructions or evaluation criteria of this solicitation, the CO shall be notified via email at QRADS2@sec.gov.

Electronic submission of questions and comments shall be emailed QRADS2@sec.gov. Electronic mail attachments, if included, shall be prepared using Microsoft Office.

When submitting questions and comments, refer to the specific text of the RFP. Use the following header in the email subject line, and the reference shall be contained in the body of the email.
