RFI regarding Maintenance Repair Overhaul (MRO) Oracle and Agile Subject Matter Expert (SME) Support

Background
The Business & Enterprise Systems (BES) directorate, through the Air Force Life Cycle Management Center (AFLCMC) Enterprise Logistics Systems Division located at Wright-Patterson Air Force Base, is conducting market research to seek qualified SBA 8(a) vendors. The Government is researching vendors capable of performing tasks necessary for the successful configuration, software development, fielding, deployment, operations support, and sustainment of the Maintenance Repair Overhaul (MRO) system. This requirement includes senior-level subject matter experts to support the enterprise maintenance solution through requirements management, engineering architecture, technical analysis, and strategic planning.

Work Details
The contractor shall provide senior-level subject matter experts to support the MRO system through various roles including:
1. Agile Requirements Manager - Manage and track requirements using tools like Octane and MS Teams; facilitate meetings; produce agile metrics; assist in risk management.
2. Test SMEs - Support all phases of testing and assist in automated testing processes.
3. Application Teams Engineer - Provide leadership on designing solutions leveraging Oracle EBS modules for a global maintenance system.
4. Cloud Architect OCI Expert - Handle design improvements for MRO Oracle systems within the Oracle Cloud.
5. DevSecOps Configuration Manager - Collaborate with teams to integrate configuration management into CI/CD pipelines and enhance deployment practices.
6. Environments/Performance Manager - Utilize performance monitoring tools to provide capabilities across MRO architecture components.
7. Strategic Planner - Develop strategic plans supporting MRO goals by analyzing software development capabilities.
8. Release Train Engineer - Champion Agile methodologies and coach scrum teams in best practices.
The contractor must demonstrate knowledge of Agile methodology and DevSecOps practices while ensuring all work products become U.S. Air Force intellectual property.

Place of Performance
The work will be performed at Wright-Patterson Air Force Base and may include other locations as required.
