Background
The U.S. Customs and Border Protection (CBP), Air and Marine Operations (AMO) is conducting market research to receive industry comments, capability statements, gauge interest, and explore potential offerors relevant experience providing Maritime Patrol Aircraft (MPA) P-3 Orion and Bombardier DHC-8 maintenance, logistical, and engineering services at the Organizational (O) and Intermediate (I) levels to include a Material Management/Inventory Control Point (ICP).
MPA aircraft are operated and maintained as Public Use Aircraft as defined by Title 14 of the Code of Federal Regulations (14 CFR). FAA regulations and policies are adhered to where applicable (maintaining STCs).
The results of this RFI will assist in the future acquisition of a maintenance and logistics contract. CBP has maintained and operated MPA aircraft in the Continental United States (CONUS) and outside the Continental United States (OCONUS) for over 40 years and looks to continue maintaining and operating MPA aircraft well into the future. CBP has been successful in operating the aircraft fleet supporting the combined efforts against terrorism, human smuggling, drug smuggling, and transport of counterfeit or unsafe goods.

Work Details
The work details include tasks such as periodic maintenance information card, program management office, program management plan, program management review, petroleum oil and lubricants, performance work statement, quality assurance surveillance plan, quality control plan, reliability, availability, maintainability and ownership costs, safety assurance, service bulletin, service contract act, support equipment, sensor and electronics repair center, safe for flight, security management division, safety management system, standard operating procedures, safety risk management, supply response time,
single scope background investigation among others. It also includes detailed definitions of various terms related to aviation maintenance such as aircraft configuration control request,
aircraft servicing,
alternate S’ representative (ACOR), availability,
aviation operational site (AOS),
aviation maintenance officer (AvMO), avionics maintenance,
C-checks etc.

Place of Performance
Performance of tasks will be required on a concurrent and temporary basis at detachments and forward operating locations both in CONUS and OCONUS locations.
