RFI - Automated Mail Services Outsourced Operations

Background
The U.S. Department of Agriculture (USDA), specifically the Rural Development (RD) Technology Office and Farm Production and Conservation (FPAC), is seeking information for the RD Automated Mail Services Outsourced Operations. This Request for Information (RFI) aims to gather market research and does not imply any commitment to procurement action. The USDA will not cover any costs incurred by respondents in providing this information.

Work Details
The contractor shall provide comprehensive automated mail processing operations, including high-volume print and mail services. Key responsibilities include:
- Discussing project understanding, scope of work, deliverables, organization of efforts, and agency expectations during kickoff meetings.
- Ensuring compatibility with USPS Intelligent Mail Barcode (IMB) requirements.
- Utilizing government-provided templates and processing mail by sorting, folding, inserting into envelopes, applying postage, and arranging for delivery to USPS.
- Maintaining a disaster recovery/business continuity plan with annual testing.
- Supporting various file types and ensuring timely entry of processed mail into the mail stream at the best postage rates available.
- Providing all necessary materials, equipment (high-volume printers, inserters), and personnel to fulfill contract requirements.
- Reporting disruptions or security issues promptly to designated contacts within RD.

Period of Performance
The BPA will be effective for a base period of 12 months with four optional 12-month periods, starting from the date of establishment.

Place of Performance
Services will be performed at USDA Rural Development locations including:
- 1400 Independence Ave, Washington, DC 20250;
- 211 North Broadway, St. Louis, MO 63102;
- Other government offices as required.
