Background
The Bureau of Prisons (BOP) is seeking to establish a Residential Reentry Center (RRC) that provides comprehensive community-based services for individuals in the custody of the BOP or under the supervision of United States Probation and Pretrial Services.

The goal is to assist federal residents in transitioning from incarceration to community living, ensuring they have access to employment, housing, and self-improvement opportunities. The BOP's mission emphasizes the importance of providing safe, humane, and cost-efficient environments that support rehabilitation and reintegration into society.

Work Details
The contractor will manage and operate an RRC for federal residents, ensuring compliance with BOP standards. Key responsibilities include:
1. Providing comprehensive staff training including annual reviews of operation manuals, emergency procedures training within one week of employment, and specialized training on handling hazardous materials.
2. Developing operational policies that align with BOP requirements and maintaining a current operations manual accessible to all staff.
3. Ensuring resident accountability through monitoring systems including sign-in/sign-out procedures and maintaining documentation of resident movements.
4. Facilitating authorized absences for residents to engage in job searches, family visits, or educational activities while ensuring accountability during these periods.
5. Implementing a security plan that maintains a safe environment for both staff and residents while preventing contraband introduction and ensuring sanitary conditions.
