Residential Reentry Center (RRC) Services and Home Confinement Services Located Within the Island of Oahu, Hawaii   2

Background
The Federal Bureau of Prisons is issuing this solicitation for Residential Reentry Center (RRC) Services and Home Confinement Services located within the Island of Oahu, Hawaii. The goal of this contract is to provide comprehensive services for male and female Federal offenders held under various United States Statutes, ensuring adequate programming and case management to facilitate their reintegration into society.

Work Details
The contractor shall provide the following services:

1. Residential Reentry Center (RRC) services for in-house beds;
2. Home Confinement Services for placements.

The services will be provided on an indefinite-delivery, indefinite-quantity basis with firm-fixed unit prices. Specific requirements include:

a) Monthly rate for Average Daily Population (ADP) of 30 or less Federal offenders;
b) Inmate day rates based on varying ADP levels (31-45, 46-60, 61 or more);
c) Monthly rate for Home Confinement placements of 10 or less Federal offenders;
d) Inmate day rates for Home Confinement placements based on varying ADP levels (11-15, 16-20, 21 or more).

The contractor must ensure a total of 75 beds available—60 for males and 15 for females—and manage a maximum of 25 home confinement placements. Services are required to be documented as per the Statement of Work.

Period of Performance
The contract will have a one-year base period with four one-year option periods, allowing for a total performance duration of up to five years.

Place of Performance
The contract will be performed within the Island of Oahu, Hawaii.
