The purpose of this amendment is to revise Section L. 10 - Proposal Format. Section L.10 is revised to the following:

The format of the proposal volumes discussed below shall be as follows:

(a) Proposals shall be formatted for 81 2 x 11 inch paper.
(b) Text shall be printed using a Times New Roman, size no less than 12 point font.
(c) Page margins (exclusive of headers and footers) shall be a minimum of 1inch top, bottom and each side. Columns shall not be used as they are difficult to read electronically.
(d) Footnotes, legends, or labels associated with tables or diagrams, and other information that is ancillary to the main text, may be presented in a font size smaller than 12 point font---provided that any such smaller font is fully legible.
(e) Page Limits for proposal volumes shall adhere to the page count limitations listed in Section L.11 - Proposal Content and Configuration (ID/IQ).

The Federal Highway Administration (FHWA) Office of Infrastructure Research & Development (HRDI) conducts and oversees research and development programs and projects that address critical highway infrastructure needs and priorities of national importance. Studies focus on the design, materials, construction, operation, and preservation of highway pavements, bridges, culverts, tunnels, and other structures. In addition, HRDI provides expert technical assistance to other FHWA offices, other Federal agencies, State and local transportation organizations, industry and academia.

Through an integrated and interdisciplinary research approach, HRDI provides state-of-the-art knowledge and tools with the goal of improving the safety, performance, and cost effectiveness of the Nation's highway infrastructure, while minimizing the impacts that highway construction, operations, maintenance, and rehabilitation may have on the environment. Across the highway infrastructure spectrum, the contributions of stakeholders in the development and execution of multiple year R&D plans and roadmaps are key to the success of the office.

The work of HRDI is carried out by highly experienced researchers, including but not limited to, engineers, scientists, chemists, geologists, lab managers, interns, post-doctoral associates, visiting researchers, consultants, and technicians within twelve laboratories. Four of these laboratories (Structures Laboratory, Non-Destructive Evaluation Laboratory, Hydraulics Laboratory, and Geotechnical Laboratory) help support the research performed under the Structures, Non-Destructive Evaluation, Hydraulics, and Geotechnical programs. This requirement focuses on those four laboratories.

FHWA will hold a pre-proposal conference (PPC) to help interested organizations better understand FHWA's RFP and technical requirements. The PPC will be held at:

The conference will be held on 02/13/2019 from 10:00 AM to 12:00 PM Eastern Time. Please see Exhibit J.3 FHWA Pre-Proposal Conference for further information.

This is a Small Business set aside procurement and the period of performance is anticipated to be 60 months. The procurement will be competitively awarded using Source Selection (FAR 15.3) procedures. The objective of the Source Selection Process is to select a proposal that represents the best value to the Government. Evaluation factors for award will consist of Technical Capabilities, Past Performance, and Price. The best value to the Government based on these factors will determine award. The draft solicitation is attached to this notice and the final solicitation will be available on or about 02/15/2019. The Government reserves the right to make an award on initial offers, but discussions may be held if appropriate. The solicitation cited above can only be obtained by accessing the secure website, FedBizOpps (FBO). FedBizOpps is designed to safeguard sensitive but unclassified acquisition information and is fully integrated with other electronic Government initiatives, including the System for Award Management (SAM)(www.sam.gov).

Registration in both SAM and FedBizOpps is required in order to download solicitation documents and is used to validate vendor identity. Contractors not registering in these systems will be ineligible to download the solicitation and ineligible for an award.
